One of the companies that worked for years on the Qukës – Qafë Plloçë road has returned again, winning tenders from the same institution, although that segment in the southeast collapsed before it was even handed over. It is the company "Albavia" that had one of the lots for that segment, while now the new director of the Albanian Road Authority, Ami Kozeli, has announced it as the winner for the rehabilitation of Kombinat – Ndroq – Plepa, the second lot.
The tender had a value of 12.5 million euros, while a multitude of firms competed, where in the end the company owned by Hasan Hafizi (52%) and Shkelqim Rakipaj (48%) was declared the winner, despite not being the lowest bid. However, what is noticeable in this case is that this company received maximum points, being "tolerated" for the endless extensions at the Qukës construction site, while in this case it also introduced several firms as subcontractors.
Like many other large companies, "Albavia" has had strong connections in politics, as the wife of Hasan Hafizi, the shareholder who has the majority of the shares, was a deputy. Mimoza Hafizi was on the lists of the Socialist Party, while after the end of her mandate, she seems to have devoted herself entirely to the family business. If she has a "hand" to help her husband, it does not appear on the papers, while the current tycoon has always acted with influence.

On September 16, 2026, the director of the Albanian Road Authority, Ami Kozeli, announced the next winner in the road tenders, which he divided into lots, the first to satisfy all the builders and the second for speed, but time has shown that even if they are divided into lots, there are still delays and additional funds. There have even been double or triple payments for the same segment, inventing all kinds of tricks to extort public funds.
The files from the ARA are "sacked", where the Special Prosecution has taken the head of this state institution, and even Deputy Prime Minister Belinda Balluku, as defendants. We only need to remember the tenders of the Grand Ring Road to understand how the procedures were divided, while the investigations showed that everything was predetermined.
Meanwhile, if we focus on the latest Kozel tender, we will see that things have changed a little, but still the "lowest bid" does not win. We do have budget savings, as the competition has led to a reduction in the fund, but the names are the same, perhaps even those favored during Balluk's time, or during Berber, Verdho or Gjyli's time.
Documents researched by Vox News show that “ALBAVIA” will build this segment with several supporting firms, such as “JOOS KRASNIQI-BAZE”, “CAA”, “Saimir Poka” and “Re-CH Project”. The object of the contract is “reconstruction of the old Kombinat - Ndroq - Plepa road, lot 2” with a limit fund of 1,177,556,901 lek and a duration of 24 months.
This time, the ARRSH used a different scheme for announcing the winner, using the points methodology. The price was not the main criterion, despite having 60 points. The methodology, staff, reduction of environmental impact and warranty were also criteria. The lowest value in this tender was the company “EUROKOS HOLDING” with a fund of 701 million lek. The company “Rafin” offered 742 million lek, while these companies were evaluated with 0 points. The winning company, “ALBAVIA” offered 765 million lek.

Vox News has learned that in recent years, this company has made tens of millions of euros and has been one of the favorites, despite delays and problems in the built axes. In 2026, this company declared a balance sheet with a profit of 115 million lek, or about 1.2 million euros.
