Can Begaj be a general like Moses in the Presidency?
Former President Alfred Moisiu

After Saturday's 6 p.m. vote, Bajram Begaj will be the third president with a military profile to lead the state in three decades of pluralism.

So his names of Alfred Moisiu and Bujar Iight emerged from the ranks of the army. But, unlike others, Bujar Iihad been away from the military's career for years the moment he was elected President.

Therefore, Bajram Begaj can be more compared to former President Alfred Moisiu and perhaps this was in mind Prime Minister Edi Rama in selecting the name of Meta's successor in this institution.

Like Moses, Begaj also went to the Presidency with a long experience in the army. The only difference is whether Moses was a consensual name, Begaj comes as an exclusive proposal of socialists and not for their guilt. The opposition and the Democratic Party were excluded from the name identification process.

But is Rama seeking to return to the Presidency a sozi of Alfred Moisiu? Maybe so, maybe not. Bajram Begaj remains to be tested in the next five years, starting on 24 July, when he succeeds Ilir Meta.

A preliminary comparison can be made on the Presidency of Alfred Moisiu, considered the best President the country has had. Although elected by consensus, Alfred Moisiu spent three years with the Socialists and two with the Democrats. Both sides collided with Fatos Nano before 2005 and Sali Berisha after 2005.

He is today the least talked about President. If Berisha before '97 tried to turn the country almost into a presidential monarchy with the 1994 Constitution, Rexhep Mejdani was a one-sided president of the Socialists.

Skender Topi was charged with nepotic and corrupt appointments to the justice system, while Bujar Iiwas once again one-sided and finally Ilir Meta lined up the institution in front of the opposition party.

No one like Moses of all these. Bajram Begaj has the opportunity to be such, although with powers many times reduced due to the constitutional changes of 2008.

Moses' presidency set a standard, which was followed a little, or was not followed at all afterwards. His technical and military staff was mixed with supporters of both political forces and with the diplomatic language and authority of the military faced both.

Nano launched criticism of him since November 2003, a few months after taking office. As Prime Minister, Fatos Nano accused him of violating the Constitution.

"I think I'm within the Constitution always, i don't move," Moses replied.

Nano apparently realized that in the face of General President's determination any pressure and temptation was futile and later moderated the accusations against him. But the clash with Salvini was stronger, as in a book of memoirs published in 2009, Alfred Moisiu recalls how the former Prime Minister of the PD had pressured him.

"The Director of Civil Aviation, Gazmend Dibra, goes, pressuring my grandsons who had airline companies. ' Tell the uncle to sign the prosecutor's dismissal, and everything is resolved well.' This was a kind of re-printing of the mafia type. How can the prime minister reapply (pressure) to the president, the president of the state," Moisiu says.

Salvini's pressure was related to the former Prime Minister's intention to sack Theodhori Sollaku. His efforts at the Presidency failed. Berisha dismissed Sollak only after leading Skender Topin to the Presidency, even with votes "bought" from the socialistranks.

Instead of Theodhori Sollak, Ina Rama was elected. Ironically, both Topi and Ina Rama would soon be attacked by Berisha, with charges culminating after 21 January. "The villain washes the boulevard," he declared.
