Trump and Xi

In the end, they were left off the plane, at least the official one. A situation that resembles a diplomatic mystery and which does not bode well on the eve of the second meeting between China and the United States in 2026.

These are the largest executives of Chinese companies, who were warned to be ready to travel with Chinese President Xi Jinping and the government delegation to Washington, for three days of meetings that are expected to last until Friday.

Their trip was supposed to be a clear signal that there is "reciprocity" between China and the US, that is, indirectly, recognition of dignity and equal status between the two superpowers.

"Reciprocity" with the US

The idea was for Xi Jinping to do in Washington what Donald Trump did during his visit to China in May. On that occasion, the US president traveled with 17 US company executives, including Elon Musk, Nvidia founder Jensen Huang, and the head of financial giant BlackRock, Larry Fink.

Xi wanted to repeat the same scenario in the US, although for a general secretary of the Chinese Communist Party, traveling with a large delegation of businessmen is still relatively unusual.

According to information published by Reuters last Friday, the list of Chinese leaders expected to accompany Xi was almost ready.

Among them were supposed to be representatives from BYD, the Chinese electric car maker; CATL, which controls about 30% of the global battery market; Bank of China and phone maker Xiaomi. The latter was particularly significant, as during Xi's visit to China, Trump was accompanied by Tim Cook, then the CEO of Apple.

What about dinner at the White House?

The Chinese seemed so determined to participate as a group of businessmen that they had even requested most of the seats at the planned state dinner at the White House.

This too had symbolic significance for Beijing: the issue of "equal dignity."

In May, Xi hosted a dinner in Trump's honor at the Great Hall of the People in Tiananmen Square, attended by about 200 people, including many Americans.

The state dinner at the White House is expected to have no more than 100 guests. According to Trump, the reason is the limited space of the current hall, while a new large hall is expected to be built in the future.

Beijing had claimed a significant share of these seats for Chinese company executives. But now there's an unexpected problem: There may not be enough of them to fill them.

What happened to the delegation?

According to Reuters and the Wall Street Journal, the Chinese government may have abandoned the idea of having company executives travel with Xi as part of the official delegation at the last minute.

But another version of events is circulating in Washington: Chinese businessmen could travel to the US, but on a different plane from Xi Jinping's. In this case, they would be present in Washington but not considered part of the official delegation, unlike Elon Musk or Larry Fink during Trump's visit to China.

As of yesterday evening, as Xi Jinping was flying to Andrews Air Force Base in Maryland, it was still unclear whether the Chinese company executives would arrive or not.

This uncertainty is unusual for a visit of this diplomatic level, especially since no official explanation has been given.

Companies on the American "blacklist"

A possible reason for this whole situation is related to the status of some of the Chinese companies in the United States.

BYD, CATL and Xiaomi operate in the civilian sector, but in Washington they are included in the so-called "Section H1260 List", one of the most sensitive American lists related to national security.

This list is based on the National Defense Authorization Act of 2021 and includes foreign civilian companies that US authorities accuse of having undeclared military ties or functions in support of the People's Liberation Army of China.

BYD was included in this list in June, while CATL about 9 months ago.

For a company included in the H1260 list, the consequences can be severe, up to the restriction or ban on commercial relations with American companies and institutions.

This may be the political reason for Xi Jinping's insistence on having these leaders close to him.

By bringing the executives of US-listed companies as part of an official visit and seating them at a White House dinner with Donald Trump, Beijing would confront its American counterparts with an apparent contradiction: on the one hand, these companies are on the blacklist; on the other, their executives would be officially invited to the White House.

In this way, their presence could make any attempt to exclude them from the American market or to further limit their activity in the US more politically complicated. But despite the symbolism of this gesture, the issues dividing Beijing and Washington still remain unresolved.
