New tariffs for mines and power plants. All changes approved by the Government

The government has approved new tariffs for entities that carry out mining activities, hydropower concession companies or those that have received approval for HPPs or other renewable energy plants. The changes affect the fees that these entities pay to the National Agency of Natural Resources for technical opposition or other services provided by this department. According to the new levels, technical opposition for mining entities will cost 150,000 ALL.

Meanwhile, for hydropower plants and other renewable energies, such as photovoltaic and wind power plants, the tariffs are dependent on the installed power, starting from 500 thousand Lek for plants up to 1 MW and 1.5 million Lek for plants over 10 MW.

According to the decision of the government, AKBN provides, within the scope of its activity, the technical opposition for studies and projects in the field of mining, post-mining, hydrocarbon and energy activities, presented by subjects, state or private, domestic or foreign. Meanwhile, as far as other powers are concerned, it is specified that AKBN monitors concessionary or non-concessional contracts for production plants with renewable resources, as well as issues annual monitoring certificates for these plants. Even for this service, the fees have been determined, ranging from 30,000 Lek to a maximum of 10 million Lek, according to the size of the plant.

At the same time, the fee for drawing up evaluation reports of energy plants and issuing the certificate of acceptance of the work has been determined, at the rate of 1% of the invested value, but in any case it will not exceed the value of ALL 15,000,000, excluding VAT.
