The Minister of Economy, Blendi Gonxhja, through a post on social networks, reminds the builders and administrators of buildings about the legal obligations they have regarding the safety of elevators.

"The technical rule regarding elevators in use applies to all existing elevators installed and put into service before December 31, 2019 and new elevators installed and put into service from December 31, 2019.

The obligations of the responsible persons are as follows: the registration of the elevator with the State Inspectorate of Market Supervision, the assessment of conformity for their safety, the maintenance of the elevator and the modernization of the elevator as necessary and the safety book of the elevator", writes Gonxhja.

Also, "the technical rule regarding new elevators that are installed for the first time applies to all elevators, to safety components, as well as to the elevator installation process itself.

This technical rule aims to define the concrete legal obligations of manufacturers of safety components, elevator installers and approved bodies, in order that the component parts of the elevator, the safety components, as well as the elevator itself as a final product meet the essential requirements on health and safety".

Also, the Minister of Economy recalls the obligations arising from Article 3 of the law "On trading and market supervision of non-food products", for the establishment of CE marking.

"The person responsible for the product/installation put into service for third parties or for the public is the holder of the right of ownership over the product/installation, the person who has temporary enjoyment of the product/installation, if the latter has the obligation to guarantee compliance of the product/installation with mandatory safety requirements, based on an agreement with the owner or an administrative act, the employer for the product/installation placed in the workplace.

If the product/installation is located in shared residential buildings, the responsible person, during the construction period and for a period of 5 years from the registration of the condominium in the real estate register, is the entrepreneur who carries out the construction.
