In 2024, this doubling of the bus ticket price in Tirana is not expected.

The doubling of the bus ticket price from 40 ALL to 80 ALL was requested several times by the representatives of the urban lines due to the difficult financial situation due to the increase in costs and the decrease in income due to the decrease in the number of passengers.

The decision to change the prices is taken by the Municipal Council. In order to cover the costs from the expensive price of oil and the decrease in income, the operators of the urban sector will be supported throughout 2024 with a subsidy from the municipality.

The chairman of the National Association of City Transport, Kostandin Foni, told Monitor that the grant of the subsidy by the municipality of Tirana is done in order to cover the missing income from the doubling of the ticket price.

"The sector is currently unable to survive in this situation, with increased expenses due to the still high price of oil, the increase in employee salaries and a decrease in income due to the decrease in the number of passengers. While the price of the ticket is 40 ALL. The operators have been asked to double the price. The municipality has decided not to increase the price, so the ticket price will not change. The missing revenue from the ticket price increase throughout 2024 is expected to be subsidized by the municipality. The amount of subsidy per operator is expected to be dependent on the calculations that will be made based on expenses, operator costs, route itineraries and the number of passengers," he said.

Even in the relation of the 2024 draft budget for the public transport service, the objective is to subsidize the operation of the city transport service in the Municipality of Tirana, due to the non-coverage of operating costs, resulting from the reduction of passenger volumes due to the pandemic. Covid-19 as well as due to the energy crisis that brought about the increase in the price of oil.

Among the factors that influenced the increase in costs over the years was the high price of oil.

While after the Covid-19 pandemic, according to the chairman of the association Kostandin Foni, the urban public service continues to remain with a reduced number of passengers and increased costs due to the lack of manpower.

"Currently, the number of passengers is 35% less than the year before the covid-19 pandemic. The main reason for the decrease in the number of passengers remains the emigration of the population. Another factor remains the unfair competition from the suburban lines that take the passengers of the urban lines of Tirana".

So even the transport sector suffers from a lack of manpower. "Most of the employees, such as: drivers, dispatchers, billers, controllers, have fled en masse to emigration. Everyone thinks how to find a way to leave. The main reason for emigration is low wages. Compared to the increase in prices, the wages of employees have not undergone a high increase. Operators' costs have also doubled, while revenues are the same as before the pandemic," Foni underlined.

Since the Covid-19 pandemic, the urban sector has been supported with 2 anti-crisis packages. The first package was implemented due to the pandemic crisis. This year, the second package was also implemented to help the sector with the refund of 100 lek per liter for the spent oil for the months of August-September-October, after the high price of oil.
