Almost three weeks after the French president's visit to China, more and more irritating details of the negotiations with the Chinese president are becoming public, writes Alexander Görlach in the analysis series for DW, "Görlach Global".
With the new foreign policy, Emmanuel Macron seems to be following a line of disengagement from France's partners. The disputed declaration that the Europeans should not back down from the US in a war with Taiwan follows revelations of internal negotiations between him and Chinese President Xi Jinping to bring Ukraine to the negotiating table with President Putin this summer. Macron wants to cooperate on China's "peace plan".
A plan that was criticized by other partners of liberal Western countries, rightly so, because Beijing there uses the language of the Russian aggressor and partially blames Ukraine for the war. It seems that Macron shares this approach of Beijing, in other words of the Kremlin. It is no coincidence that at the same time as these publications, the Chinese ambassador in Paris announces that the states of the former Soviet Union are not really recognized states in the sense of international law.
Turn in Beijing's Ukraine policy
France thus becomes the scene of the 180-degree turn of Chinese policy towards Ukraine. Until now, Beijing always claimed that it would commit to the sovereignty of states, as defined in the United Nations Charter. Although Beijing recognizes Ukraine and in 2013 signed a broad economic agreement, Beijing's nomenclature could not condemn Russian aggression against a sovereign state. China's critics have always pointed to this contradiction since the beginning of the war. But Jinping already solves this through the ambassador's statement, that in reality Ukraine is not a sovereign state.
Now it should be clear to everyone that Beijing cannot be a peace mediator in this conflict. Xi speaks like his friend, Putin. In the world view of the head of the Kremlin, there is no Ukraine, but only "Holy Russia", which also includes the Ukrainian territory. This is why Putin kidnaps children from Ukraine to "Russify" them. He steals art treasures from Ukraine to take its own culture from this country. And this very man, who is wanted by an international arrest warrant for war crimes, Macron will sit at a table with the Ukrainian president, Zelensky.
If Macron's statement on Taiwan was accidental, the latest development for the French embassy and France is total damage. From Paris, it is said that the Foreign Ministry is shocked by Macron's way of acting, and that they are picking up the ruins again. Macron is under pressure in domestic politics at the moment because of the pension reform, and wants to show the French through a "success" in foreign policy that with him at the helm, France has a strong man who can speak as an equal with the Chinese president.
France in the course of India and Brazil
Those who suffer are Ukrainians and Ukrainians, and after them the people in Taiwan, for whom a Chinese attack on the island, even thanks to Macron's statement, becomes more realistic. France thus follows a course that is not far from that of Brazil and India. Both countries sided with Jinping on the Ukraine issue, calling for peace talks and reiterating the Kremlin's stance.
For Macron, it may have played a role that Paris is still taking revenge for the "AUKUS" deal between the USA, Great Britain and Australia. All three countries decided to equip Australia with nuclear-powered submarines, with the potential model from France sidelined in favor of a tender for the US. The Elysee Palace was then frothing with anger, because France's arms industry had lost a billion-dollar deal. It is true that Biden received President Macron a little later, but this gesture apparently did not calm him down. Meeting with Xi Jinping apparently yes.
Turn for Europe
For the Chinese ruler, it is a great success to have received assurance from an atomic power like France and its benevolence. With this he destroyed the approach of a common European policy. The damage to the Paris-Berlin-Warsaw axis is great. Europe is at a turning point as Paris trades friendship with its European partners for an alliance with the Chinese and Russian dictatorships. If Macron does not correct his mistake without delay, he could endanger the entire European Union.
