Excellency,

On behalf of the Protest Coordination Group, which represents a broad and peaceful civic movement that has mobilized Albanian citizens for twenty-seven consecutive days, we have the honor to address you in a spirit of transparency, democratic responsibility, and respect for the values that unite our country with the Euro-Atlantic community.

Albania is at a defining moment in its democratic development. Citizens peacefully gathering in public squares across the country are exercising their fundamental right to civic expression, guided by a deep commitment to the rule of law, democratic governance, and human dignity.

In this context, the Protest Coordination Group respectfully presents the following demands, which reflect the will of the sovereign people:

1. The resignation of the Prime Minister and the current Government, as an essential and non-negotiable step towards democratic renewal.

2. The establishment of a technical, non-partisan transitional government with a twelve-month mandate to oversee a credible and impartial reform process.

3. Comprehensive constitutional reform, based on the principle of full equality of all Albanian citizens before the law and to be approved through a popular referendum.

This reform should include, among other things:

Reform of the Electoral Code.

Reforming the legislation regulating the financing of political parties and civil society organizations.

Establishing term limits for the position of Prime Minister, limiting each individual to no more than two terms, full or partial, during their political career.

4. Immediate legal corrections, including:

Repeal of amendments to the Law on Protected Areas (Law No. 21/2024).

Repeal of amendments to the Law on Cultural Heritage.

Repeal of the legal package known as the "Mountains Package".

Repeal of the legal framework regulating Strategic Investments.

5. Drafting a new social contract between citizens and the state, which will be developed through broad consultations with independent intellectuals, technical experts and non-partisan representatives of civil society, in accordance with the proposals of the civic movement.

These demands represent the clear and legitimate expression of a sovereign people, committed to democratic values and the rule of law. We respectfully call on you to consider the seriousness and sincerity of this civic movement and to support a peaceful, democratic and inclusive solution to the current political crisis in Albania.
