The Special Prosecution Office has deepened the investigations into Belinda Balluku, uncovering a new episode related to a villa in the "Green Coast" complex in Palasa and the role of former footballer Igli Tare.
According to SPAK, Balluku is suspected of having actually owned the family villa 2F no. 188/1, in the "Green Coast" complex, but this property turns out to have been kept hidden.
To conceal it, according to the prosecution, Balluku used Igli Taren, carrying out actions that SPAK considers fictitious. The notice mentions a business contract dated October 26, 2020, worth 250 thousand euros, which included the investment up to the construction of the facility in the carbine phase.
But, according to SPAK, the further construction of the villa was undertaken by Arbër Abazi, owner of the company "Alko Impex General Construction", which was part of the consortium of operators that won the tender for the "Construction of the Tirana Outer Ring Road, Lot 7".
SPAK claims that the value of the work carried out by Abazi for the villa ranged from around 288 thousand to 410 thousand euros.
The prosecution suspects that these investments were an irregular benefit for Balluk in exchange for favoring the company "Alko Impex General Construction" in the tender procedure.
But Igli Tare's role, according to SPAK, was not limited to the first phase of the transactions.
SPAK says that Balluku again used Tara to hide the alleged benefit from corruption, by carrying out further fictitious actions to create ownership documentation.
Specifically, SPAK says that the property was registered in the name of Igli Tare, based on a sales contract that the prosecution considers fictitious, dated September 12, 2025.
According to the indictment, this scheme would have served Balluk to not declare the property in her name and to officially present it as the property of another person.
Precisely for this reason, Igli Tare is suspected by SPAK of the criminal offense of "Laundering the proceeds of a criminal offense or criminal activity", in collaboration and more than once, according to Article 287 of the Criminal Code.
Meanwhile, for Belinda Balluku, SPAK has also added suspicions of passive corruption, concealment or non-declaration of assets, and laundering of the proceeds of crime.
The Special Court, following the request of SPAK, has ordered the preventive seizure of the villa in "Green Coast", with a total area of 478 square meters, of which 142.6 square meters is the building.
SPAK emphasizes that investigations continue to fully clarify the circumstances and criminal facts of this proceeding.
