The Special Prosecution Office against Corruption and Organized Crime has seized a villa in Palasa, as part of the investigations into the 'Balluku' file.
Former Deputy Prime Minister and former Minister of Infrastructure and Energy, Belinda Balluku, is under investigation by SPAK for 'violation of equality in tenders', 'corruption' and 'money laundering'. Two security measures have been issued for Balluku, 'ban on leaving the country' and 'suspension from exercising public functions'.
Initially, Belinda Balluku was named as a defendant on October 31, 2025, only for the Llogarija tunnel, a tender worth 190 million euros. SPAK then announced that it was officially accusing the then-minister for the 20 million euro tender for Lot 4 of the Grand Ring Road, while investigations into this entire major project continued.
For the seven tender procedures of the Great Ring Road, SPAK has conversations between Belinda Balluku and her subordinates, found mainly from the phone of the head of ARRSH Ervis Berberi.
SPAK states in the file that the evidence has shown that Belinda Balluku, in her capacity as Minister of Infrastructure and Energy, although formally delegating powers to her subordinates, personally followed the tender procedures, from the preparatory phase, submission and evaluation of bids, until the moment of signing the contract with the winning economic operators.

To hide this undeclared asset, the defendant Belinda Balluku used citizen Igli Tare, carrying out fictitious actions through the undertaking contract, dated 26.10.2020, in the amount of 250,000 Euros, a value that included the investment up to the construction of the asset in the carbine phase.
