Today the new head of SPAK is elected, 3 special prosecutors in the race

Today the elections for the head of SPAK are held. The three candidates in the race are Edvin Kondili, Adnan Xholi and Altin Dumani. According to the Constitution, Article 148/dh, point 3, the head of SPAK "is elected from among the prosecutors of this prosecution with the majority of the members of the High Council of Prosecution, for 3 years, without the right to re-election, according to the law".

The 11 members of the KLP for the election of the head of SPAK are Alfred Balla, Tartar Bazaj, Arta Mandro, Bujar Sheshi, Eloida Goxhi, Esmeralda Cami, Ledina Riza, Mirela Bogdani, Nurihan Seiti, Sokol Stojani and Zeqir Hoda. 

The KLP, in choosing the head of the SPAK, will evaluate 7 criteria, which are: experience in following sensitive files of corruption and organized crime, experience and skills in organizing and running a structure, experience in drafting and approving administrative regulations , the experience in cases that have received high public attention and interaction with the media, the skills in managing human resources, the vision for the management of SPAK as well as the public image he has as a prosecutor. 

The established criteria favor candidates who have referred "hot" corruption and crime files to the court, who have sensational files with high public attention and who are in the focus of the media. However, in the end it will be the members of the KLP who will vote.

According to Article 20 of the KLP regulation, the candidate who receives the most votes is elected the head of SPAK. In the event that two or more candidates receive an equal number of votes, the KLP conducts a second vote between the candidates with an equal number of votes.
