In the criminal complaint filed with the Durrës Prosecutor's Office, shortly before her dismissal, the former director of the Albanian Post Branch in Durrës, Elisabeta Mataj, claims that she had raised concerns about irregularities in the administration of funds as early as March 2026.
According to her, on March 3, she had informed the General Director of the Albanian Post about the entry of unauthorized persons into the cash register and the withdrawal of monetary amounts by the finance manager, although the latter did not have such competence. Following Mataj's request, the establishment of a control group for the Durrës Branch and the Shijak Branch was approved.
The inspection identified a number of violations, including transporting money in bags without a security seal, removing monetary values from the cash register and sending them to the finance manager's office, performing banking operations outside of procedures, and handing over damaged banknotes without warrants and without supporting documentation.
The report also mentions a case where 600 thousand lek were physically delivered, while the invoice reflected an amount of 500 thousand lek. According to the control group, these actions created a high risk of financial deficit, abuse and embezzlement of funds.
The group recommended measures against treasurer Paola Dana, changing her position, as well as reorganizing the finance office, including moving the sector manager and the first accountant.
Mataj says that on March 12 and 13, he proposed to the General Directorate to take disciplinary measures against the employees involved. However, the Human Resources Directorate responded that the proposals did not comply with the control relationship, without specifically explaining where this discrepancy lay.
According to the former director, despite meetings, letters and constant communications with the central structures of the Albanian Post, no concrete measures were taken. Meanwhile, the first accountant resigned, while proposals to change the positions of other employees remained unanswered.
Meanwhile, her husband's complaint also raises doubts about the earthquake funds, claiming that the abuse scheme is old.
