Four people have been arrested at the request of the Fier Prosecutor's Office, as part of an investigation into forgery of documents, abuse of office and laundering of the proceeds of crime.

At the request of the Prosecutor's Office at the First Instance Court of General Jurisdiction in Fier, the court has imposed the personal security measure "Arrest in prison" for the four citizens with the initials E.Sh., BK, P.Ç. and KH.

Two of the arrested, E.Sh. and BK, previously held the position of director of the Fier ASHK, while P.Ç. was a specialist and lawyer at this institution. KH is suspected of being the beneficiary of the properties under investigation.

As part of the investigation, over 76 properties, with a total area of ​​1,143 hectares of land, as well as 150,000 euros, have been seized. The properties are located in cadastral zones 3301 and 3358, in Seman të Ri and Sheq Marinas, Fier.

At the request of the Prosecutor's Office at the Court of First Instance of General Jurisdiction, Fier, the personal security measure 'Arrest in prison' was imposed on four citizens E.Sh., BK in the capacity of directors of ASHK, P. Ç. specialist, lawyer, at ASHK and KH, beneficiary of the properties under the charge of the criminal offenses 'Forgery of documents', 'Abuse of office' and "Laundering of proceeds of criminal offense or criminal activity" provided for by articles 186/2, 248 and 287, paragraph 2, of the Criminal Code.

Likewise, as part of the investigations, over 76 properties were seized, with a total area of ​​1,143 hectares of land (equal to eleven million four hundred thirty-seven thousand fifty-six m2), as well as 150,000 euros.

The Prosecutor's Office at the First Instance Court of General Jurisdiction in Fier, during the investigations so far for criminal proceedings no. 1026 of 2025, conducted in close cooperation with the Judicial Police services of the Fier Local Police Directorate, through the use of proactive methods, managed to prove that:

Citizen KH, by presenting two forged decisions of the Fier Property Restitution and Compensation Commission as property titles, has managed to register in his and four other persons' co-ownership a considerable land area of ​​1,143 hectares as well as 150,000 Euros located in cadastral zones 3301 and 3358, Seman i Ri and Sheq Marinas, Fier.

Subsequently, this citizen, presenting himself as a co-owner and representative of the other co-owners, through a special forged power of attorney, sold this land to two different companies.

Citizens E.Sh. and BK, in their capacity as directors of ASHK, Fier, and citizen P.Ç., in their capacity as specialist, lawyer, at ASHK, Fier, have registered the assets in question in co-ownership of citizen KH, in violation of Law No. 111/2018, “On the Cadastre”, and Law No. 20/2020, “On the Completion of Transitional Ownership Processes in the Republic of Albania”, and Council of Ministers Decision No. 639, dated 16.10.2024, and Council of Ministers Instruction No. 2, dated 12.09.2012 "On the determination of the elements of the acts, which are verified by the real estate registration office and the procedure for issuing the registrar's order", not requiring, according to these legal/sub-legal acts, confirmation of the decisions of the Fier Property Restitution and Compensation Commission by the Property Treatment Agency, verification from which would result that these decisions are falsified.

Furthermore, it turned out that citizen BK, former director of ASHK, Fier, when registering property no. 3**, land registry number 3358, also exceeded the area that, according to the falsified decision no. 8*, dated 20.01.1997, of the Property Restitution and Compensation Commission, at the Fier District Council, had been returned to the former owner Th.S., consequently benefiting citizen KH from another considerable area of ​​land in ownership.

Also, citizens E.SH. and P.Ç. during the property registration have changed the cadastral entry of the registered area owned by citizens KH, etc., from arable land to fruitless land, without an administrative act from the Council of Ministers, the Ministry of Agriculture or the Directorate of Land Administration and Protection at the Fier District Council.

Personal and property security measures were executed by the Judicial Police services of the Fier Local Police Directorate in cooperation with the services of Police Commissariat No. 2 and No. 3 Tirana, as well as the Vlora Local Police Directorate.
