Prime Minister Edi Rama declared today that Albania has ranked first in the world in the "National Cyber Security Index" (NCSI), with a score of 98.33 points.
Rama described this achievement as extraordinary news and as the result of long work to strengthen cybersecurity in the country.
According to him, Albania has gone through a vulnerable situation after the major cyber attack of 2022 by Iran.
The Prime Minister recalled the cyber attack of July 15, 2022, describing it as a serious blow to the digital infrastructure of the Albanian state.
He said that after the Iranian attack, the authorities decided to build a new defense architecture and significantly increase professional and technological capacities.
He also emphasized the role of cooperation with international partners, especially Israel, in developing new cyber defense systems. Rama said that cyber attacks against Albania have continued, but according to him, they have been neutralized thanks to the strengthening of defense capacities.

UNBELIEVABLE NEWS YES 100% TRUE
From a brutal attack to the first place in the world.
The blessing of digital technology for developing countries is extraordinary, because when it comes to new technology, there are no longer big or small, developed or developing countries.
On the contrary, those who are behind can make great leaps forward (leapfrogs), overcoming in a few years stages that others took decades. The example of Estonia has shown this in the most spectacular way, but the attached table also shows best how countries with big names and countries with small names find themselves in positions that are completely unusual for the classifications we are used to.
Why is this introduction important today?
Because today we received spectacular news related to technology and that no one could have imagined until not many years ago.
On July 15, 2022, when the criminal regime in Tehran launched an unprecedented attack against our digital infrastructure, the goal was as clear as it was brutal:
To bring to its knees a small democratic state that had dared to give shelter to those that that regime persecutes and kills, just as Albania gave shelter to Jews or even Italians during World War II; to the brothers and sisters of Kosovo during the ethnic cleansing of the Belgrade regime; or to thousands of Afghans after the fall of Kabul into the hands of the barbarians without religion or faith of Afghanistan.
That attack could have sent us back to the era of counters and endless queues, throwing away hundreds of millions of euros invested over the years in Digital Albania, because our cyber defense was still weak. But thanks to our partners, we resisted and were not brought to our knees.
On the contrary, that attack became the starting point of an epochal turning point.
We decided to build such a protective wall for the digital state of Albania, so that it would be impossible for its public infrastructures to collapse with a similar attack and, yes, as I said at the time when many mocked my words, to move from the group of states with weak defense to the group of states with exemplary defense.
Today's news crowns an ambitious vision and extraordinary work, with a historic success:
ALBANIA HAS COME FIRST IN THE WORLD IN THE NATIONAL CYBER SECURITY INDEX (NCSI), WITH 98.33 POINTS
On July 15, 2022, we were hit.
In 2023, we moved up to 54th place thanks to the start of building a new defense architecture and gathering high professional capacities in the new cyber defense agency.
In 2025, we rose to 15th place, after fully developing the new innovative defense architecture in close cooperation with our Israeli partners.
Today we are at the top of the world rankings for the development of national cybersecurity capacities.
Meanwhile, the attacks of the criminal regime of Tehran, and not only, have not stopped for a single day. But you have not heard anything about them anymore, because they have failed successfully every day.
This is not a magical leap in the rankings nor a gift from heaven, but the result of a great deal of work to build world-class technological capacities, first-class institutional and professional skills, and to build a system that no longer waits for a strike to react, but works every day to prevent it, thanks also to the first proactive Artificial Intelligence model introduced into a cyber defense architecture in Europe.
And yes, this epochal breakthrough is also a testament to the power of true and strong alliances. When you get hit, you understand even better who stands by you and what can be built together.
The Tehran regime wanted to show us how weak we were.
In fact, it forced us to become the force we are today in the defense of Digital Albania.
From being the target of one of the most serious cyber attacks on a NATO country, today Albania is at the global forefront of developing national cybersecurity capacities.
As always, the best response to someone who tries to bring you down is to simply rise higher than you've ever been, and we showed once again that we know how to do that whenever someone tries to bring us down.
The work continues with perseverance, because in the new world of technology, the first today may remain the last tomorrow, while our protective wall must extend everywhere, even in the private sector.
