Part of drug trafficking, SPAK starts the property investigation for the 4 Hoxha

The Special Prosecutor's Office has confiscated the assets of the members of the criminal group of drug trafficking in the Nordic countries headed by Jetmir Kastrati alias Sokol Krasniqi.

SPAK announces that the assets of citizens Zamir Hoxha, Vladimir Hoxha, Dilaver (Oliver) Hoxha, Mentor Hoxha, Alfonc Hoxha, Gabriel (Admir) Bici, Rampo Qinami and Ervin Çejku , with family ties to each other, as well as persons of related to them.

Zamir Hoxha is accused of being a member of a structured criminal group destined for the trafficking and distribution of narcotics in Denmark, Belgium, the Netherlands, Sweden, Norway and Germany during the period of 2018-2019, where the head of the gang is Jetmir Kastrat.

"Zamir Hoxha is being investigated by the Special Prosecutor's Office as part of a structured criminal group destined for the trafficking and distribution of narcotics in Denmark, Belgium, the Netherlands, Sweden, Norway and Germany during the period of 2018-2019, where part the largest of the members of this structured criminal group headed by the Albanian citizen Jetmir Kastrati (Sokol Krasniqi) have pleaded guilty and have been sentenced by the judicial authorities in Denmark", announces SPAK.

Notice of SPAK:

The Special Prosecutor's Office against Corruption and Organized Crime, pursuant to Law No. 10 192, dated 03.12.2009, "For the Prevention and Punishment of Organized Crime, Trafficking and Corruption through Preventive Measures against Property", amended, mainly registered property proceedings no. 3, dated 01.02.2024 regarding the assets of the entities Zamir Hoxha, Vladimir Hoxha, Dilaver (Oliver) Hoxha, Mentor Hoxha, Alfonc Hoxha, Gabriel (Admir) Bici, Rampo Qinami and Ervin Çejku, as well as persons related to them.

This property proceeding was registered after preliminary investigations conducted by the Special Prosecutor's Office, in relation to criminal proceeding no. 49, of 2023, registered in this prosecutor's office.

The subject of this property proceeding, Zamir Hoxha, is being investigated by the Special Prosecutor's Office in connection with criminal proceeding No. 49, of 2023, for the criminal offenses "Trafficking of narcotics", committed in collaboration in the special form of the structured criminal group, "Structured criminal group" and "Commitment of criminal offenses by criminal organization and structured criminal group", provided by articles 283/a, 28/4, 333/a and 334 of the Criminal Code, as a member of a structured criminal group destined to the trafficking and distribution of narcotics in Denmark, Belgium, the Netherlands, Sweden, Norway and Germany during the time period of 2018-2019, where most of the members of this structured criminal group headed by the Albanian citizen Jetmir Kastrati (Sokol Krasniqi) have pleaded guilty and have been sentenced by the judicial authorities in Denmark.

The subjects of this property investigation are the brothers  Zamir Hoxha, Vladimir Hoxha, Dilaver (Oliver) Hoxha  and  Mentor Hoxha , who before 2012 were suspected, investigated or convicted by investigative or judicial authorities in Italy, for serious criminal offenses such as " Participation in a criminal organization with the aim of exploiting and favoring prostitution", "Clandestine immigration" and "Trafficking of narcotics".

The subject of the property investigation, Alfonc Hoxha, the son of the brother of four other subjects, was arrested in Germany in 2020, for the criminal offense "Violation of the law on narcotics".

The subject of the property investigation Gabriel (Admir) Bici, the son of the sister of four other subjects, on 27.04.2017, was arrested by the authorities of the United Kingdom, within the framework of Operation "Mudde" with the aim of disbanding a criminal organization involved with the recycling and trafficking of narcotics.

The subject of the property investigation Ervin Çejku, the son of the sister of four other subjects, has been arrested in Sweden for the criminal offense "Trafficking of narcotics".

The subject of the property investigation Rampo Qinami, the son of the sister of four other subjects, has been arrested by the United Kingdom authorities for the criminal offense of "Trafficking in narcotics".

During the property investigation, after carrying out a series of property verification actions, as well as after three requests of the Special Prosecutor's Office, the Special Court of First Instance for Corruption and Organized Crime, Tirana, with decisions no. 9, dated 16.02.2024, no. 11, dated 28.02.2024, and no. 22, dated 07.06.2024, decided the seizure of 28 movable and immovable assets owned by the subjects of the property investigation or persons related to them.

Në përfundim të hetimit pasuror, bazuar në nenet 3 deri në 7 dhe 21 e vijues, të ligjit Nr. 10 192, datë 03.12.2009, “Për Parandalimin dhe Goditjen e Krimit të Organizuar, Trafikimit dhe Korrupsionit nëpërmjet Masave Parandaluese kundër Pasurisë ”, i ndryshuar, me kërkesën e datës 18.07.2024, nga Prokuroria e Posaçme është kërkuar në Gjykatën e Posaçme të Shkallës së Parë për Korrupsionin dhe Krimin e Organizuar, konfiskimi i pasurive si më poshtë:

Pesë llogarive bankare me gjendje në total rreth 94 000 (nëntëdhjetë e katër mijë) Euro;

Pesë llogarive bankare me gjendje në total rreth 145 000 (njëqind e dyzetë e pesë mijë) lekë;

Pasurisë së paluajtshme të llojit “truall” dhe “arë” me sipërfaqe 600 m², prej së cilës 145.6 m² truall dhe ndërtesë 134.3 m², ku ndërtesa është godinë banimi 3 kate (sip. kt. përdhe 134.3 m², sip. verande 3.7 m², sip. kt. parë 134.7 m², sip. kt. dytë 134.7 m²), me adresë fshati Domje, Bashkia Vorë, Qarku Tiranë, në pronësi të shtetasit K.H;

Pasurisë së paluajtshme të llojit “truall” dhe “arë” me sipërfaqe totale 600 m², prej së cilës 166.1 m² truall dhe ndërtesë 137.1 m², ku ndërtesa është godinë banimi 2 kate (sip. kt. përdhe 137.1 m², sip. kt. parë 146.6 m²), me adresë fshati Domje, Bashkia Vorë, Qarku Tiranë, në pronësi të shtetasit Mentor Hoxha;
