After the tense return to the Vlora airport construction site, which was accompanied by clashes between its employees and Valon Ademi's "2A Group", the company "Mabco" has issued an official statement guaranteeing the continuation and acceleration of the works.
According to the letter, the decision-making assembly has requested that the administrator not authorize third parties to represent the company. It has also asked the institutions to guarantee the implementation of decisions and the exercise of legal access to the construction site.
In the statement, "Mabco" states that it will continue work on the site, while any obstacles will be referred to the institutions.
Just like in the statement published by Pacolli the day before, there is talk of obstacles from the security company and third parties who have claimed a power of attorney issued by the administrator, which 'Mabco' denies.
Full statement:
The General Assembly of Partners of the company "Vlora International Airport – VIA" sh.pk, at the meeting held on June 18, 2026, based on the Decision of the Supreme Court, exercised its legal and statutory powers as the highest decision-making body of the company, by adopting a series of decisions aimed at restoring normal activity at the construction site and accelerating the works for the completion of the Vlora International Airport.
These decisions were taken in support of Article 81, point 1 of Law No. 9901/2008 "On Traders and Commercial Companies", as well as Article 17 of the Company's Statute, which give the Shareholders' Assembly the power to determine the company's policies and supervise its administration.
Among other things, the Assembly decided to guarantee full and uninterrupted access to the construction site for partners, contractors, subcontractors and persons authorized by them, in order to immediately continue the works and carry out the necessary actions for the administration of the project. The Assembly also decided that the administrator shall not authorize any third party to represent the company or to exercise powers that conflict with its decisions.
In implementation of these decisions, representatives of Mabco Constructions SA officially requested, through letters and electronic communications, the support of the Ministry of Infrastructure and Energy, the State Police and the State Attorney to guarantee the implementation of the Assembly's decisions and the exercise of legal access to the construction site.
Following these institutional announcements, representatives of Mabco Constructions SA appeared at the construction site today and began the process of inventorying assets, equipment and the current status of the project, a necessary process for assessing the factual situation and organizing the next phase of the works.
However, during the development of this process, obstacles were found from representatives of the security company and from third parties who claimed to act on the basis of authorizations issued by the current administrator registered with the Central Bank. Among them was Mr. Bujar Ejupi, who claimed the existence of a power of attorney issued by the administrator.
We remind you that the decisions of the General Assembly of Partners are binding on the administrator, employees of the company and any person acting in its name or on its behalf. Consequently, no individual authorization, no power of attorney and no unilateral action can prevail over the decisions of the highest decision-making body of the company.
Mabco Constructions SA will continue to exercise its contractual rights and obligations in order to complete the project, while any obstacles to the implementation of the Assembly's decisions, access to the site or the continuation of the works will be documented and referred to the competent institutions for treatment according to the law.
Our objective remains unchanged: the restoration of normal activity at the construction site, respect for the law, compliance with the decisions of the company's bodies, and the swift completion of the Vlora International Airport, a project of strategic importance for the economic and tourist development of Albania.
