SPAK has registered criminal proceedings related to the alienation of the Naval Base in Saranda. The news is made known by a citizen, who submitted a criminal report to SPAK regarding this matter.

Below is the citizen's denunciation and correspondence with SPAK:

The contract related to the "Marina Bay Saranda" Company is contrary to the proposal of the Navy and is a violation of the law. SPAK has started the criminal investigation from July 2021.

The contract has not been implemented for 2 years. Minister Peleshi stated on May 30, 2022 in Parliament that there will be a review of the contract.

The story of the leasing of the entire Saranda Naval Base continues to determine the fate of the Naval Force, starting from 2020.

Although it has been over 2 years since the contract was signed with the company "Marina Bay Saranda" (July 16, 2020) and the Naval Base, it should have been delivered by August 15, 2020, it has not yet been delivered.

On July 7, 2020, through a trap organized by the former Minister of Defense Olta Xhaçka, the former Chief of the General Staff Bajram Begaj, the former Chief of the General Staff Bardhyl Kollçaku and the former Commander of the Military Police Altin Kurti and Ushtaraku Madhor Artur Meçollari, as the main opponent of the leasing of the entire Saranda Base, was dismissed from the post of Vice-Commander of the Naval Force. So just one week before the deadline for the delivery of the Saranda Naval Base.

On January 25, 2021, he presented to the Minister of Defense Niko Peleshi, a complete file of evidence, documents, video and audio, for this trap. Also, on September 11, 2020, through an illegal process, the Ministry of Defense Olta Xhaçka, in cooperation with the former Chief of the General Staff, mounted a disciplinary process and released him from the Armed Forces.

Now the Court of First Instance has given the verdict and the Xhaçka Ministry has been caught by voice and figure, influencing the Disciplinary Commission, an independent military body.

The court has declared absolutely invalid two orders of the former Chief of General Staff Bajram Begaj and two orders of the former Minister of Defense Olta Xhaçka and his active military return.

His release, from the position of Deputy Minister of the Navy on August 7, 2020, would pave the way for the implementation of the contract with the "Marina Bay Saranda" firm, an illegal contract. While his release from the Armed Forces on September 11, 2020, would pave the way for path to the appointment of an infantryman at the head of the Naval Force. At that time, he was the only naval officer waiting for 2 years to be awarded the rank of Rear Admiral by the President of the Republic, writes Saranda WEB .

Of course, the President did not want to sign the promotion, but only his release from the FA could nullify that proposal. But the bottom line is, why were these senior leaders invested so much in the matter of the Saranda Naval Base?

In a meeting, on May 15, 2020, with me and the former Chief of General Staff Bardhyl Kollcaku, the Ministry of Xhaçka, expressed about the project proposed by the Navy, that " IT WAS A VERY BIG INVESTMENT FOR THE COMPANY ".

Even the former Chief of the General Staff, Brigadier General Bardhyl Kollçaku, had the same opinion as Minister Xhaçka and asked for the revision of the proposal. During the meeting, Major General Madhor did not accept the revision of the proposal and asked them both " ARE YOU LAWYERS OF THE COMPANY OR OF THE MARINE FORCE ".
