The story of the farmer who was investigated by SPAK for the combine harvester money

The Special Prosecutor's Office Against Organized Crime and Corruption was considered the essential institution of new justice, but in these 3 years the results are still far from expectations.

"Inside Story" in this Wednesday's episode has brought a complete analysis of SPAK's files and the results with those who are considered big fish.

According to survey data, 66% of Albanian citizens have lost trust in SPAK. They expected to see important politicians and organized crime bosses, who were the main target of this institution, in the dock.

The prosecutor's office set up to investigate high-level corruption is spending energy and resources on the corruption of ordinary policemen and low-level officials who use their positions for 5,000 and 10,000 old lek.

The game with incompetence for important files and the propaganda of statistics with "small fish". Why is SPAK being overloaded with irrelevant files and is the institution, a symbol of reformed justice, failing...?

It is June 22, 2022. These you see are the men of Kozarë village in Kuçovo. They waited their turn to testify one after the other in the Special Prosecution Against Organized Crime and Corruption.

The man of every family that day was at the doors of SPAK. In the village that received all the public attention, nothing extraordinary had happened to deserve that kind of publicity. Kozara was emptied by the men who entered one after another in the institution set up to hit the big fish...

Through this spectacular show, SPAK asked over 240 villagers to investigate a farmer named Bektash Shtepenja. The well-known farmer was known not only in Kozarë, Kuçovo and Berat but also more widely for the service he offered with his combine harvester in over 3 decades.

However, the famous Bektashi of the combine harvester had fallen into SPAK's net for wealth investigation. The structure of the new justice required the confiscation of his property, which the farmer claimed were the earnings of a lifetime harvesting wheat.

In May 2021, the Special Prosecutor's Office Against Corruption and Organized Crime submitted a request to the Court with the object of confiscating Bektashi's assets. It was about 7 assets, specifically 2 apartments in Sauk and Durrës, 1 garage, 2 cars, 1700 square meters of land in Sauk, and a motorbike.

Bektashi's problems started after one of his 3 sons was convicted in Italy for exploitation of prostitution. The investigators suspected that his properties are the source of illegal money of his son named Andrea Shtepenja.

We traveled to Kozara where the history of Bektashi is still alive. There we met some farmers who openly say what they witnessed in SPAK, they paid for the combine harvester service manually, as usually happens in the informal Albanian economy. For this reason, for 30 years, Bektashi has received the money for wheat harvesting without receipts. Therefore, he cannot prove in the Court Against Organized Crime and Corruption whether or not the wealth was obtained from the work with the combine harvesters.

In 1990, Bektash Shteppenja benefited from the first combine harvester when the former SMT was privatized. Currently, there are three of them, and he inherited the craft from his eldest son, Sokol, with whom he lives. We communicated with Sokol, who did not prefer to comment on how long the case is still in process.

The accused party has claimed in the process that after the 1990s, Bektashi worked on the lands of farmers in the area, helping them to harvest agricultural products for a reward. In the absence of documentation and invoices, the entire village went to SPAK to show that Bektash was paid in cash.

Regardless of how the truth will turn out at the end of this story, the pomp with which a farmer's case was pursued turned into a story worthy of barcolete.

In 2019, the SPAK Special Prosecutor's Office and the Special Court started work with two main goals; the fight against organized crime and the fight against high-level corruption. For this reason, a reform was also made in the salary system of prosecutors as one of the mechanisms to avoid corruption. Referring to the base date with the salary list in the Republic of Albania, which was released as information in 2021, the salaries of SPAK investigators and prosecutors range from 170 to 600 thousand ALL. So, more than 3 times the president who is the head of state.
