The President of the Constitutional Court: A court that dares not act is simply
Holta Zacaj

In her speech before representatives of the Parliament, Government, Council of Europe and Venice Commission, during the event on the theme "30 years of partnership and progress: Albania, Council of Europe and Venice Commission", organized in Tirana, Zaçaj emphasized the vital importance of constitutional justice for guaranteeing fundamental rights and preserving democratic balances.

Human rights, she said, are not ideologies or abstract thoughts, but integral parts of our being that only take on meaning through their implementation by public institutions.

Emphasizing the long-term cooperation with the Venice Commission, the President of the Constitutional Court stated: “ In these three decades, the Venice Commission has been an essential partner in consolidating our constitutional system and in protecting fundamental human rights. This cooperation has helped to increase the professionalism and legitimacy of our institutions, strengthening the foundations of the rule of law .”

Zaçaj continued her speech by emphasizing that “requesting an advisory opinion should occur in advance, not as a means to contest a given decision. This is essential to preserve the institutional authority of the Court and to respect the separation of powers.”

The President of the Constitutional Court also praised the guiding role of the Venice Commission as a point of reference for European standards in the field of constitutional law, reaffirming the commitment of the Constitutional Court to continue and strengthen this important institutional partnership.

"The time for Albanian constitutional justice as a full European partner has come," the head of the Constitutional Court concluded her speech.
