The heads of criminal organizations were notified before the arrest, SPAK

Of the more than 20 people declared internationally wanted for serious crimes such as drug trafficking, money laundering and participation in structured criminal groups, none have been arrested by the Albanian authorities.

The head of the Special Prosecutor's Office, Altin Dumani, has confirmed that investigative proceedings have been launched for cases of deconspiracy of operations. The investigations, according to him, are in a preliminary phase and the names or concrete events have not yet been made public. According to Duman, in case they are finalized, there will be official transparency for the public.

"So far, the investigations are in a preliminary phase and the specific operations that may have been deconspired have not been made public. In case of finalization of the investigations, information will be made available to you and you will be officially notified", explained the head of SPAK, Altin Dumani.

But while investigations are being announced for information leaks, even in the most successful operations carried out by SPAK in cooperation with foreign authorities, key figures of organized crime continue to be at large.

As justice warns, crime seems to act silently and with inviolability.

"Shteg.org" has been able to verify that over 20 people accused of criminal offenses in the field of organized crime and corruption are still at large, while for some of them the authorities have failed to arrest them while carrying out operations considered "top secret".

Meanwhile, even in operations considered "successful", there are still names that are not caught. On May 20 of this year, during the "URA" operation in cooperation with the Italian authorities, out of 52 "prison arrest" security measures issued by the Special Court, only 40 were executed, while 12 people are still being sought.

This criminal organization, based in Durrës and with branches in Italy, Germany and Latin America, was suspected of being involved in drug trafficking, money laundering, corruption and murder for hire.

Also, in another operation conducted between Finland and Albania, related to the trafficking of synthetic drugs, nine people were arrested, while two others remained free. This criminal network included activities between Albania, the Netherlands and Finland, where about 300 kg of drugs were seized and a total of 55 people were arrested.

Well-known names such as Abedin Mama (alias Dine Çami), Agron Mehja, Elvin Merlika, Ervis Doçi, Ervis Martinaj, Florenc Çapja, Suel (Marjus Lulaj) Çela and Talo Çela continue to be at large, without any arrests by the Albanian authorities.

For some others, extradition procedures have been opened from various countries in Europe and Asia. However, the Albanian authorities have not yet given a final deadline for their return to Albania, creating a prolonged vacuum in the implementation of justice decisions.

In 2024, the security measure "prison arrest" was applied to 236 people, of which 195 (i.e., about 82%) were investigated for criminal offenses related to organized crime, while SPAK's annual report for 2024 evidences a decrease of 53.8% in referrals from the State Police, compared to 2023. / Shteg.al
