Ilir Meta publishes "missing questions" for SPAK: Four years without being sent to the US for the lobbying contract

Former Albanian President Ilir Meta, in a reaction, says that the "missing questions" of three SPAK prosecutors to the US Department of Justice, regarding the issue of the contract between the LSI and the lobbying company GSIS from 2016, have not been sent for four years.

According to Meta, these questions and documents are essential for fully clarifying the issue and clarifying, as he says, the way the contract, payments, and communications between the parties function.

He demands that the US authorities provide all relevant information, claiming that the lack of this data has, according to him, hindered a fair investigation.

Meta adds that full transparency is necessary to prove the legality of actions and to clarify responsibilities in this matter.

On June 23, 2026, the deadline imposed by a US court ends, which has ordered the GSIS company not to provide any information to LSI for two years regarding the services and payments made between the two parties under the contract of February 3, 2016, registered in the US and Albania, in full respect of the anti-corruption laws of both countries.

This decision came as a result of the request of the Albanian Ministry of Justice.

First, I want to clarify that this decision has intentionally served only to prevent me from providing evidence that exonerates me from the charges, as well as from having the opportunity to review the legality of the evidence alleged by the prosecution.

Therefore, in respect of the legal contract of February 3, 2016 between GSIS and LSI and the willingness expressed by the American authorities to provide all the detailed clarifications that will be required, we are assisting the three SPAK prosecutors with the questions that have been missing for four years that they should send to the US Department of Justice regarding this matter:

1- Based on the Termination of the Agreement point, we want the original document of termination of this Agreement to specify:

a) The date on which these contractual relationships were legally terminated;

b) The specific person from SMI who has signed this Agreement.

2- If this agreement is confirmed to have been terminated, then according to legal obligation, all work product that GSIS has submitted to LSI from the first day until the day of the agreement's termination must be in original.

3- Likewise, in this case GSIS must submit all confidential information it has provided to the LSI and all confidential information it has received from the LSI.

This would help SPAK identify the responsible person at the LSI who received the information from GSIS or even the person who provided the confidential LSI information to GSIS.

Because, as can be assumed, we are in a case where we are dealing with the same person or with two different people who need to be questioned by prosecutors.

4- GSIS should be asked whether any transfer or subcontracting of this Agreement has occurred and if so, who is the person who gave written consent under the contract from the LSI?

5- In the contract, at the end of the full Agreement, it is specified that: "This Agreement may be amended or modified from time to time only by written agreement of both Parties signed by authorized representatives."

Based on this point of the Agreement, has there been a change or modification to the Agreement? If so, it is urgently made available to SPAK to interview the person from the LSI who signed it and the person who authorized this change.

6- Since SPAK has suspicions that the American citizen A.SH may have made illegal payments in favor of LSI with alleged income from corruption in Albania on behalf of GSIS, please provide us with the written consent under the contract in this case that he may have received from LSI and secondly the specific authorization that LSI is supposed to have given to A.SH.

7- If the contract has not changed, the original invoices that GSIS sent to LSI must be sent so that the specific person who received them according to the Agreement can be questioned.

8 – Send all payments made by LSI to GSIS in original, so that specific individuals can be questioned again.

There are many other questions, but these are the basics that need to be conveyed to the American authorities about the GSIS company because only transparency can guarantee the legitimacy of the process.

If these questions are not addressed and this data is not obtained, then it is clear that the three SPAK prosecutors have never had an interest in uncovering the truth but have only served the political game, as was proven by the officially dismissed charge on November 15, 2024 for allegedly lobbying $1 million with the "McKeon Group" for the untaken photo with President Trump, information that was deliberately hidden from us until after the May 11, 2025 elections.
