Investigations into Albanian man's suicide in England reveal causes: He should not have been taken to hotel ship

A judge, along with a jury of 11 citizens in the town of Dorset in Southern England, will begin examining this Monday the circumstances of the suicide of Albanian immigrant Leonard Farruku, who in 2023 was taken by the British Home Office to a hotel ship.

Top Channel journalist Muhamed Veliu has obtained the 65-page report, drafted by psychiatrist Dr. Dinesh Maganty, which lists a host of negligence in the timely examination of Leonard's health problems.

The report highlights that given his deteriorating mental health, he should not have been taken to the hotel ship by the Home Office.

Leonard's anger, aggression and throwing things at the hotel reception desk, says Dr Dinesh Maganty, indicate that he had disordered thinking and was unable to fully understand the consequences of his actions.

"In July 2023, the police refused to arrest Leonard because they considered that his behavior was due to mental health problems. They should have detained him in a safe place, namely a hospital, and arranged for him to undergo a mental health assessment by a qualified doctor and local authority professionals."

The report explains what happened when Leonard was told the decision to take him from the Esplanade Hotel to the Bibby Stockholm ship.

"When Leonard received the Home Office letter regarding the boat transfer on October 24, it is doubtful that he would have been able to engage in the process due to his mental illness, which meant that he could not think coherently or logically, or have knowledge or understanding of how his illness was affecting him."

The lack of medical care, the report emphasizes, continued even when Leonard Farruku began living on the Bibby Stockholm hotel ship.

“Leonard was not seen by a GP, nurse or mental health specialist on the boat. He was assigned a roommate on 27 November 2023, but did not interact with him. He did not appear to speak to other people on the boat, was isolated and did not sit with anyone else during meals. He did not leave his room on the boat for 4 days between 7 and 10 December 2023 and on 10 December 2023 another resident saw him with red eyes and thought he had been crying.”

It is highly likely, says Dr Dinesh Maganty, that Leonard's mental illness contributed significantly to the actions that led to his self-inflicted death.

"The ship was not an appropriate environment for someone with Leonard's symptoms and would have been detrimental to his mental health. This is because it was a closed environment and there was insufficient mental health support. Leonard's treatment should have followed a multidisciplinary therapeutic approach and for the best outcome should have included a combination of medication, psychological therapy, medical care and occupational therapy."

Judge Rachael Griffin will hear the parties in this process and then publish the decision and those responsible for this event where Leonard Farruku lost his life./TCH
