SPAK's latest operation, which targeted well-known names in the criminal and business worlds in the capital, has brought to light another suspected scheme to benefit from public funds through expropriation procedures.
According to the investigative file, it concerns a plot of land located in one of the most coveted areas of Tirana, near the "Air Albania" stadium, which currently serves as the " Bicycle School ".
The investigations show that the property was registered as co-ownership and parts of it were obtained through donation contracts by persons under investigation, including Denis Matoshi, known as Eldi Dizdari, Artur Shehu and Elton Memeti.
Dizdar was targeted by SPAK at the time as the 'head' of the 'Bello' cartel, the first Albanian drug cartel.
SPAK informs that with decision no. 29, dated November 7, 2021, the Special Court of First Instance imposed preventive seizure on the property of the type "land", with property number 6/438, with an area of ??5,269 square meters , in cadastral zone 8160, on "Dervish Hima" street in Tirana.
The seizure included Denis Matoshi's taxable share of 2163/30000, as well as his right to benefit from the expropriation value from the Special Expropriation Commission, in his capacity as co-owner of the property.
According to the file, the preliminary expropriation value for the Matoshi property was around 8.1 million lekë. Currently, this property has been confiscated.
However, despite part of the property being under seizure, the land was later expropriated by the Albanian state at the request of the Municipality of Tirana, with the argument of implementing a project of public interest.
This is the " Bicycle School " project, which was approved by Council of Ministers Decision No. 510, dated July 27, 2022.
For this property, the state allocated a fund of 352,859,661 lek , with a value of 66,969 lek per square meter, an amount which was distributed to the co-owners of the land.
SPAK investigations have revealed that, prior to the expropriation, a series of suspicious transactions were carried out on this property.
According to documentation administered by the State Cadastre Agency, from 2017 to 2022, dozens of donation contracts were concluded between the original co-owners, persons under investigation, and third parties.
The prosecution suspects that these ownership movements were carried out in a coordinated manner and aimed at obtaining financial compensation from the subsequent expropriation process.
The file also mentions that some of the co-owners had entered into entrepreneurial contracts with the company " A@AMIV" sh.pk. , registered in 2020 and with partner citizen Joanis Liaçis , also known as Klodian Liçaj.
According to SPAK, the company did not have the necessary licenses and capital to develop the project for which a development permit was required.
The photo clearly shows the location of the land, which is located next to the "Air Albania" stadium, in an area of ??high development value and great economic interest.

The expropriation of this property and the financial benefits of the persons under investigation are already part of the verifications of SPAK, which is investigating whether the procedures were used to channel public funds to individuals linked to organized crime./ Zëri.ai
