Journalist Klodian Tomorri described the Belinda Balluku case as one of the investigations with the greatest financial weight that SPAK currently has, due to billions of euros in procurements in the infrastructure sector.
In "Top Story", Tomorri said that the procedures being investigated involve a value of hundreds of millions of euros, while raising the main issue of determining financial damage and recovering money if corruption is proven.
He expressed skepticism about the results of investigations of this nature so far, emphasizing that the interest of citizens is not only the punishment of those responsible, but also the return of money lost from public property.
Tomorri: In terms of financial impact, infrastructure is a big budget, there are billions of euros in procurement. Regardless, SPAK has 11-12 procedures that are 300, 400 million euros. If you start from the procured budget, this is the most important figure that SPAK has under investigation.
They will investigate how much damage was caused to Albanian citizens, how much was gained through bribes. We do not know if SPAK will achieve this.
Question: Why do you doubt SPAK?
Tomorri: I don't doubt it, I see what happened. Generally, the attacks that were made within the majority, when there were big figures, there was a distancing of Mr. Rama and then SPAK intervened. When there was a barrier from Mr. Rama, like 6-7 months ago, SPAK did not intervene.
As for the financial part, I am skeptical, because in all the cases that have been investigated, there has not been a sealed file that says: this was the financial damage. And there has been no recovery of money. The money was always sent to an unknown address and we punish with the famous article "abuse of office" or "violation of equality in tender", and we enter into discussions whether to investigate in prison or to investigate in freedom.
The interest of Albanian citizens is that where there is corruption and theft of public property, that money be returned.
My perception is that the temperature for Mrs. Balluku seems to have changed. From the outside it seems like she's not as strong as she used to be.
