Apartments, land and shares of five companies/ The Prosecutor's Office in Fier requests the confiscation of the assets of the well-known businessman!

The Fier Prosecutor's Office has requested the seizure of the assets of a person convicted in Italy for drug trafficking.

The assets include 5 apartments, 2 service units, 16,719 m2 of arable land and the shares of 5 companies of Arjan Hyka  and other persons associated with him, as they were found to have been created as a result of suspected criminal activities.

According to the prosecution, at the heart of this economic activity lies an amount of around 100 million lek, declared as financing for a company, but which is not justified by legal sources.

This amount was allegedly used to create and develop several other companies, building an economic cycle based on an initial illegal source.

Prosecutor's Office Announcement:

The Prosecutor's Office at the First Instance Court of General Jurisdiction in Fier has completed the property investigation and is requesting the confiscation of 5 apartments, 2 service units, 16,719 m2 of arable land and the shares of 5 companies belonging to citizen AH and other persons associated with him, as it turned out that they were created as a result of suspected criminal activities.

From the investigations on property proceeding no. 1, dated 01.07.2025, with the object of investigation of the assets owned by citizens AH, MH, AH, AH and KH, as well as the 5 commercial companies owned by them, the Prosecutor's Office at the Court of First Instance of General Jurisdiction, Fier managed to document unjustified assets from legal sources.


The investigation shows that the sole partner of the company “A…” sh.pk, citizen AH, has declared the financing of the company with a value of 100,072,890 Lek, which is not justified by legal sources of financing. Through this company, other companies were also created, distributed among family members.

It also emerged that fictitious actions were carried out in order to justify this monetary amount, which were not based on the real financial possibility of obtaining this amount from legal sources. On the contrary, it is evident that most of the actions were carried out outside the banking system, in "cash" and through non-notarial acts, with the aim of avoiding the legal origin of the funds invested in the company.

Shuma 100,072,890 Lek, e cila nuk mbështetet në burime të ligjshme dhe të deklaruara, ka shërbyer si bazë për zhvillimin e aktivitetit ekonomik të shoqërive në vijim, duke u reflektuar në pasqyrat financiare si burim i ligjshëm dhe më pas duke u përdorur për investime të ndryshme, përfshirë blerjen e automjeteve dhe krijimin e të ardhurave që janë shpërndarë në formë page dhe dividendi. Më tej, këto të ardhura janë rinvestuar në pasuri të paluajtshme dhe kuota shoqërish, duke krijuar një cikël ekonomik që mbështetet në një burim fillestar të pajustifikuar.

Shtetasi A.H., i dënuar nga autoritetet italiane për veprën penale “Përfitimi i të ardhurave që burojnë nga aktivitetet kriminale, drogë”, sillte në Shqipëri vlera monetare që buronin nga veprimtaria kriminale në fushën e narkotikëve. Nga hetimet rezultoi se disa shoferë të punësuar në shoqëritë në zotërim të subjekteve në këtë hetim “A….” sh.p.k. dhe “A…… T….” sh.p.k, janë konstatuar duke sjellë vlera monetare të padeklaruara në kufi, në rrethana të dyshimta mbi origjinën e tyre.

Në përfundim të hetimit pasuror të plotë, Prokuroria Fier kërkon konfiskimin e pasurive të paluajtshme në emër të A.H. dhe M.H.
1. Pasuria e llojit “apartament” me sipërfaqe 135.60 m², me vendndodhje Bashkia Fier;
2. Pasuria e llojit “apartament” me sipërfaqe 127 m², me vendndodhje Bashkia Fier;
3. Pasuria e llojit “apartament” me sipërfaqe 59 m², me vendndodhje Bashkia Fier;
4. Pasuria e llojit “njësi” me sipërfaqe 17.10 m², me vendndodhje Tiranë; dhe
5. Pasuria e llojit “njësi” me sipërfaqe 31 m², me vendndodhje Vlorë.

Konfiskimin e pasurive të paluajtshme në emër të shoqërisë “A…” Sh.p.k.:
1. Pasuria e llojit tokë “arë”, me sipërfaqe 3949 m², me vendndodhje Fier.

Konfiskimin e pasurive të paluajtshme në emër të shoqërisë “A I” sh.p.k.:
1. Pasuria e llojit tokë “arë”, me sipërfaqe 1971 m², me vendndodhje Fier;
2. Pasuria e llojit tokë “arë”, me sipërfaqe 3926 m², me vendndodhje Fier;
3. Pasuria e llojit tokë “arë”, me sipërfaqe 2942 m², me vendndodhje Fier; dhe
4. Pasuria e llojit tokë “arë”, me sipërfaqe 3931 m², me vendndodhje Fier.

Konfiskimin e pasurive të paluajtshme në emër të K.H, si më poshtë:
1. Pasuri e llojit “apartament”, me sipërfaqe 55 m², me vendndodhje Bashkia Fier; dhe
2. Pasuri e llojit “apartament” me sipërfaqe 137 m², me vendndodhje Bashkia Fier.

Konfiskimin e kuotave të shoqërive tregtare në zotërim të individëve objekt hetimi pasuror, si më poshtë:
1. Kuotat e shoqërisë “A….” sh.p.k;
2. Kuotat t shoqërisë “A… T….” sh.p.k;
3. Kuotat e shoqërisë “A… B…” sh.p.k;
4. Kuotat e shoqërisë “A…. I….” sh.p.k.; dhe
5. Kutoat e shoqërisë “M… T….” sh.p.k.
