Following reports made during today's session that the joint-stock companies of Vlora Airport have been in conflict with each other, thus hindering the progress of the works, a reaction made this afternoon denies the news.

In the response made by Vlora Airport itself , it is emphasized that the news that the partners are in conflict is untrue, further clarifying that it all remains a purely contractual issue.

"The contractor in question has resulted in significant delays in fulfilling its obligations, in violation of the contractually defined deadlines. For this reason, the joint-stock company has terminated the contractual relationship with this contractor, in accordance with the terms of the contract and the relevant obligations," reads the response made by Vlora Airport.

However, on the other hand, Ismet Pacolli has emphasized that recently the workers have been detained with the permission of VIA. This morning when the workers arrived at the workplace, they were not allowed inside.

Pacolli's company claims that it has the legal right to continue its activity in the project.

According to Mabco Constructions SA, it is the majority partner with 98% of the quotas of the concession company " Vlora International Airport - VIA" sh.pk and the main investor that has financed and built the project with over 90 million euros of direct investment.

Mabco Constructions SA announcement:

Today, at the construction site of the Vlora International Airport, an unacceptable situation is developing, completely illegal and bordering on punishable criminal acts.

Around 200 employees, engineers and specialists of the company Mabco Constructions SA , as well as its subcontractors, are being physically prevented from entering the construction site that they themselves have built and erected.

Mabco Constructions SA is the majority partner with 98% of the quotas of the concession company " Vlora International Airport - VIA " sh.pk and the main investor that has financed and built the project with over 90 million euros of direct investment.

This unilateral and illegal obstruction is being carried out by persons acting on behalf of the company "Vlora International Airport - VIA" sh.pk, under the direction of an administrator, Mr. Vegim Hoxha, whose appointment is currently subject to judicial review.

Mabco Constructions SA has categorically contested any claim of “contract termination” and considers it an illegal act, carried out by an administrator without legal authority.

Any action taken by the party with 2% of the quotas or by persons appointed by it illegally, aimed at excluding the 98% majority partner from the construction site, constitutes a serious violation of its rights as a partner, investor and financial guarantor of the concession project.

Our legal team has announced since Friday and again today:

Vlora Prosecutor's Office;

The Prime Minister of the Republic of Albania;

The Minister of Infrastructure and Energy, in the capacity of the Contracting Authority; requesting immediate intervention to protect public order, the law and the integrity of the Concession Contract.

This situation is seriously jeopardizing: safety and public order at the construction site; the continuity of work for the certification and opening of the airport; the large Swiss investment and the national interest of the project .

Mabco Constructions SA calls on the competent authorities to act without delay to guarantee full and unhindered access of our employees to the construction site, in accordance with the law and the concession contract.

We want to believe in the rule of law and the protection of foreign investments in Albania.

Mabco Constructions SA will continue to exercise all its legal, civil and criminal rights against any person or entity that violates our investment and the public interest.
