Prime Minister Edi Rama presented the proposed changes to security measures in the Criminal Procedure Code, stating that prison arrest should be the last resort.

According to him, for criminal offenses that provide for a maximum sentence of less than 5 years, prison will no longer be imposed, while the court should first consider milder measures and house arrest.

" The criminal process should start from the area of freedom and not from prison as the starting point. The court should start from freedom, consider the mildest measures, evaluate house arrest and reach prison only when every other alternative is insufficient. For offenses with a maximum sentence of less than 5 years, prison arrest will no longer be ordered. Neither the silence of the person nor the refusal to accept the accusation will no longer be used as evidence of dangerousness. The danger must be concrete. The court must make an independent assessment and, if it copies the arguments of the prosecutor, the decision becomes invalid and the judge's disciplinary liability arises. Whenever arrest is ordered, the court must also evaluate the financial guarantee. The prosecutor must report to the court whether the reasons for the measure continue to exist and argue them ," said Rama.
