For the 3 healthcare concessions that receive millions of euros from the state budget, basic control, hemodialysis, and sterilization, the deputies, during the presentation of the 2024 annual report of the Albanian Supreme Audit Institution, requested that this institution conduct a ten-year audit to investigate the violations.

As these contracts are nearing their expiration, socialist Erion Brace suggested auditing the amount of services provided and the value of the payment provided by the state.

"I am reading from the report for the year 2023, it says, the concession contract "For the provision of hemodialysis", has resulted in payments for unperformed services, specifically for 9241 cases under projection and 1557 cases over projection, in the amount of 103,527 thousand lek. I have encountered this finding repeatedly in the years, it is the same behavior year after year. What is the recommendation that you have made to the relevant authority that monitors this contract that has practically ended? I would like us to have a full audit of the 10 years of these contracts, from the first day to the end of these contracts, so that the Ministry of Health can also be assisted if it wants to extend them, leave them aside or continue the public service", said the SP MP, Erion Braçe.


The hemodialysis concession contract is offered by the American hospital of controversial businessman, Klodian Allajbeu.

The violations of this contract were also reinforced by the head of the Albanian Supreme Audit Office, Arben Shehu, who said that the government should conduct an analysis to recover the damage.

He also listed other violations that have been committed in the field of healthcare.

"For contracts in healthcare, we have carried out the actions, we have made them available to the Assembly. We have expressed our concerns, and the state must conduct a detailed analysis to recover the damage within the mandatory deadlines. In the field of concessions, violations of financing criteria have been found, as well as shortcomings in monitoring and in the assessment of long-term budgetary effects. In some cases, payments have continued for services that have not been performed, or that have been performed in volumes lower than projected. Such phenomena have been observed in important contracts in the field of healthcare, where the reporting of expenses has exceeded the approved budgets and the obligations have been liquidated in contradiction with the contractual content, including VAT", says Arben Shehu, head of the SAI.

For the 2024 report, the head of the SAI stated that 159 audits were conducted and 13 criminal charges were filed, which include cases where the audit revealed actions or inactions with serious violations of the law.
