The Committee on Civic Initiatives, Cooperation and Institutional Oversight, known as the "Xhafaj" committee, screened four draft resolutions from four independent institutions: the Commissioner for Civil Service Oversight, the Department of Public Administration, the Commissioner for the Right to Information and Personal Data Protection, and the Deposit Insurance Agency.
With only Gjin Gjoni, a member of the opposition, present on this committee, Fatmir Xhafaj showed why it is necessary to discuss draft resolutions in this committee before voting in Parliament.
"This is an important parliamentary process, because it concerns the fulfillment of one of the three main constitutional missions of the Assembly, that of parliamentary oversight, but also with a reflection and implementation of EU recommendations and the commitments of the Albanian state within the framework of the country's European integration process," said Xhafaj.
Further, the chairman of this commission, Fatmir Xhafaj, demonstrated the control mechanism of independent institutions.
"In the Assembly, with the assistance of experts and the PACA project, key performance indicators are being drafted for all independent institutions, on which a report will be built based on concrete evidence, on concrete, measurable and monitorable results by the Assembly," said Xhafaj.
