At a meeting in the capital with existing MPs and those candidates for the May 11 elections, along with directors of the Municipality of Tirana, Prime Minister Edi Rama announced a series of normative acts for territorial reform.
In his speech, the Prime Minister announced that the territorial reform package will be developed through two phases.
Rama announced that there will also be a review of the construction law.
"The new territorial reform package will have 2 phases. The government will intervene in the emergency conditions with a number of acts and normative acts that will be in parallel with another act on drinking water and waste. There will then be a second phase later where all laws that directly relate to the territory will be reviewed, starting with the law on construction, which is very old, has been affected in 2-3 cases, but remains out of date. We are discussing a series of very necessary interventions."
Regarding the legalization of illegal constructions for profit purposes, the Prime Minister emphasized that all of them will be considered invalid.
The head of government announced that so far, in the territory of the Municipality of Tirana alone, 1463 problems have been inventoried, of which the most varied, but the majority are related to the release of public spaces.
The government's number one calls on citizens to show patience in waiting for the resolution of the expressed problems, while asking them not to stop complaining.
"An urban renaissance 2.0. This summary here has 1463 identified issues. Most are related to the public space area and practically affect the lives of all communities living in the Municipality of Tirana. I want to thank IKMT Tirana for doing intensive work and trying to address the issues in the right way. The volume is extremely large and I must also tell the citizens that it is very clear that they have created a kind of expectation and are constantly bringing their complaints. All of them will be addressed, but it will take some time, also due to the fact that even in many cases when IKMT should have come to the block, done something, a report is left, notifications are given, and those who leave are given the opportunity to dismantle them themselves. The same thing has started in some other cities, Durrës, Shkodër, which I have seen even closer due to my obligation as a deputy and due to the situation that raised the bar of this effort that was created with the illegal constructions in Theth. "In order not to prolong my part in this part, I just want to inform you that we have a busy agenda, as we have several working groups. First of all, there is this large group of these deputies who have returned to the field. In addition to this team, there are a number of others, there are several working groups: a group led by the Deputy Prime Minister regarding the analysis of services in the Municipality of Tirana, a group coordinated by the Ministry of Finance regarding the analysis of finances, a group coordinated by the manager", said Rama.
This is the second meeting of Prime Minister Rama with the deputies and managers of the Municipality of Tirana. The meeting takes place at the Tirana Hotel.
