"Mountain Package"/ Muçi demands the repeal of the law in the

The draft law “On the repeal of Law No. 20/2025, 'On the Mountains Package'” was discussed today in the Parliamentary Committee on Natural Resources, Infrastructure and Sustainable Development.

The initiative was proposed by the MP of the Joint Movement, Redi Muçi, who calls for the repeal of the law in question.

During the discussion in the committee, Muçi argued that the law affects a significant part of the country's territory and, according to him, creates problems related to the administration and use of property. He considered it necessary to repeal the law.

According to Muçi, the "Mountains Package" affects about 23% of Albania's territory and could bring changes to the status of properties involved in this process.

"It aims to alienate 23% of Albania's territory. It must be repealed," said Muçi.
The initiative was discussed by the members of the committee, while the socialists raised questions about the arguments presented in the explanatory report of the draft law and demanded that the claims be accompanied by concrete data.

Regarding this initiative and the questions raised during the meeting, the socialist member of the commission, Pirro Vengu, responded.

He rejected the claim that the implementation of the law would lead to the seizure of citizens' properties, arguing that this is a process that, according to him, takes place on state property.

Vengu said that the claim to seize properties may seem politically strong, but according to him, it is not based on sufficient legal argumentation.

"The claim that citizens' properties will be taken away. Politically, it seems like a strong stance, legally it is understood to be shallow," said Vengu.

He stressed that the process is open and auditable and that the law, according to him, applies to state property. Vengu also requested that the discussion in the committee be based on concrete data and analysis.

"We have an open and auditable process. The law applies to state property. We remain in assertions without facts. Also, the standards of Article 68 of the Assembly's regulations are not met," he said.

Following the discussion, Vengu proposed that the committee request additional data on the number of applications, their status, and the financial impact of implementing the law. According to him, these elements are necessary to have a more complete analysis of the proposed initiative.

Referring to the role of the committee as a structure that provides an opinion on the draft law, Vengu said that a financial analysis and detailed information on applications and approvals should be required.

"Based on these and considering the fact that we are an opinion-giving committee, I would consider requesting a financial analysis from the responsible committee and the Council of Ministers, the number of applications, the status of approval or not, so that we have that analysis that is missing in the report proposed by my colleague," said Vengu.
