In Tirana, leaders of study centers on democracy and the economy of the country estimate that the recent changes in the government were carried out without transparency or accountability. The independent experts emphasized that these are autocratic behaviors, which significantly affect the entire life of the Albanian society and state.
After a party congress on Sunday, the Socialist government will henceforth have 3 new ministers for finance, interior affairs and the army, two of whom were replaced within a short period in those posts.
The head of the Institute for Democracy and Mediation, Sotiraq Hroni, tells the Voice of America that, like previous changes in the government cabinet, nothing was known about the reasons for the dismissal of ministers Mete, Balla and Peleshi, these moves without a balance of their work, without public information and without transparency, in an autocratic manner.
This behavior shows, according to him, a very low level of internal democracy, consultation and internal rules of the ruling party, where everyone is silent about these changes, which only one person makes.
"Works are much easier to do than you think, it is enough to give up authoritarianism, the will of the One. There should be a check&balance, and not everything, every appointment should depend on one person. This does not lead anywhere", says Mr. Hroni.
While the head of the Center for Economic Research, Zef Preçi, says for the Voice of America, these are autocratic attitudes similar to other countries in the region, and that recent situations remind us again of George Orwell's "kingdom of equals", where they are required more obedient servants than the previous ones.
"This phenomenon, which is not only Albanian, but has a regional dimension, is related to the strengthening of autocratic tendencies in the governance of the countries of the region, as well as expresses the debate that the general public has here as well regarding the effectiveness and legitimacy of governance. Unfortunately, the changes without a work balance reflect the lack of vision and priorities of the government as a whole", says Mr. Preçi.
The experts affirm that, in principle, the changes in the government should be connected with the political-government program, with the government's vision, as well as bring as little shock as possible to the markets and to the government's relations with the business circles, who are worried that in many years that economic laws are often changed, and now even the holders of the economic and financial sector are being changed frequently.
"There are all possibilities, I think, that the Socialist Party has a number of cadres and technicians who could be promoted just as well and are many times more important than those who come from outside the party. This is not about sound motives for their promotion, but as a philosophy I think that it is not based on any meritocracy or on a well-thought-out career process based on the values of individuals", says Mr. Hroni.
The experts claimed that sudden changes in the government cabinet without explanations on the progress of the work of the dismissed ministers, without meritocratic criteria, have become common in Tirana, and are even turning into a tradition, significantly affecting social, institutional, political and state life. of Albania, multiplying throughout the territory, as "appropriate behavior", originating from the government.
"The replacement of figures with a professional past or a prominent administrative career, who have many years of experience, with their directors cannot be translated in any other way than with the need of the prime minister to have as little noise as possible, as little leakage of information as possible, for decision-making that may need as little opposition as possible, filtering, etc. So, the same governance scheme continues, which has been going on for 10 years", says Mr. Preçi.
Both experts, who run two research centers with many years of experience, claimed that the fact that these changes pass without debate, without even giving the dismissed individuals enough time to explain themselves, shows that, just like in many other Albanian parties, in the Socialist Party in power, the democratic mechanisms of control and balance do not work, and this lack is also carried over to the government of the state.
They emphasized that the fight against corruption in the state administration through the new bodies of justice remains the biggest challenge in Albania, because this phenomenon has spread to all levels of government, as highlighted in a series of local and international reports./ VOA
