The price of oil reaches 220 lek per liter, DP: Reduce the circulation tax to

The Democratic Party has presented a legal proposal regarding the reduction of oil prices.

In a press release from the blue headquarters, Bozdo stated that Albania currently has the most expensive fuel in Europe, where 65% of the price is taxes alone.

Meanwhile, according to him, with the DP's proposal, the price will be reduced from 220 lek to a minimum of 175 lek/liter.

Full statement:

Hello,
the Parliamentary Group of the Democratic Party has submitted to the Assembly a legal package with two draft laws, with the aim of reducing prices and keeping them under control, as well as supporting consumers, the household economy and the production economy.
These financial mechanisms are being widely used by countries in the region and the European Union.
Currently, fuel in Albania (oil) is taxed very heavily, at the highest level in Europe. About 60%–65% of the price of a liter of oil consists of taxes collected by the government. For comparison, the average in EU countries is about 52%, while in many of these countries it is below 50%. In developed OECD countries, taxation is even lower, about 40%–45%.
Today, the Albanian state receives about 125 lek in tax for each liter of oil sold. In simple terms, every Albanian citizen pays about 1,200 old lek in tax for every liter of oil they consume, making Albania one of the countries with the highest fiscal burden on fuel and, consequently, one of the highest prices in Europe.
For this reason, Albania today has the most expensive fuel in Europe, and in terms of purchasing power, more than double compared to the countries of the region.
Unlike Albania, EU and OECD countries offer high-standard public services, generously returning these taxes to their citizens in the form of concrete benefits.
For this reason, through this legal package we propose:
– Reducing the turnover tax to the level it was in 2013, before the Rama government increased it 4 times;
– Applying the “variable excise duty” model, according to the practice followed by Italy, where the VAT surplus from the increase in fuel prices is used to reduce excise duty, thus providing a very fair mechanism and benefiting citizens.
The implementation of these measures would bring an immediate reduction in the price of oil, from around 220 lek/liter that is being sold today, to at least 175 lek/liter. This would be a great help for Albanian citizens, who are currently facing serious economic difficulties due to rising prices and the lack of support packages from the government.
On the other hand, our legal proposal also addresses the management of strategic oil reserves, mandatory according to EU standards.
Currently, according to public statements, oil reserves in Albania cover only 30 days, while the EU standard based on Directive 2009/119/EC requires coverage for 90 days of imports.
Yesterday, Edi Rama, in a rare instance of sincerity, declared that energy security, that is, national, is in danger! Yes, because he claimed yesterday with his own mouth that oil reserves are currently only 30 days.
This statement is proof of the government's serious failure in managing these reserves, leaving our national security at the mercy of fate!
This fact constitutes a very serious violation of Albania's commitments in its integration process, because it has had the obligation to transpose this directive for years, without waiting for the case of crises where we then give in, declaring that in fact we do not have reserves!

Dear citizens,
The money you pay in taxes is yours. The duty of every responsible government is to return this money to the service of citizens, especially in times of crisis.
There is no reason for neighboring countries like Kosovo and North Macedonia to have 20%–30% lower fuel prices and more effective control mechanisms in times of crisis. Only in Albania does it happen that the price of fuel, as soon as an international crisis occurs, is reflected with an extreme increase within a few hours. This is due to the lack of control mechanisms and strategies that the Albanian government has.
I am closing this communication with a call to the majority: the Democratic Party's proposal is not populist. On the contrary! This legal package is applicable today in many countries in the region and the EU.
The approval of this package is an urgent need for Albanian citizens and the economy, because as we have always said, the most expensive energy is what is missing.
If this is not achieved, the reason is not lack of opportunities, but lack of will.
On March 22, we have hundreds of reasons to protest. What is happening with the price of oil is one more reason. Let us show ourselves and the world that Albanians can never agree with a government that robs its people at every turn, even in times of crisis.
Let us show ourselves and the world that Albanians do not accept a government that burdens its citizens even in times of crisis.
Your participation is essential for the future of our families and the country.
