The Law Commission approves the tax exemption for luxury hotels, Majko abstains:
Blendi Klosi, Laws Committee

The Laws Committee has approved by majority vote the draft law proposed by SP MP Blendi Klosi to extend until December 2026 the deadline for exemption from profit tax for luxury 4- and 5-star hotels.

According to the existing law, all hotel entities that benefited from special status by December 31, 2026, are exempt from profit tax for the next 10 years.

During the meeting, SP MP Pandeli Majko declared his vote against the draft law, having reservations about the presented draft.

The debate

Majko: I share a very old friendship with Klos and this is a preface to avoid any misunderstanding regarding the reservations I have about this proposal. I was convinced by Klos' arguments why brands and the brand mechanism are needed as pressure to increase quality in tourism, but I do not understand why this standard should function as such until December 2026. If it is a question of this quality being permanent, why are you bringing it back for a 2 or 5 year postponement. Today our tourism industry is based on 3 star hotels and below where I am a regular frequenter, I hope you understand that I will abstain from your proposal.

Klosi: I am explaining why we set the end of 2026 as the deadline for this standard. This is an incentive policy, which requires that a business that is missing in Albania be put into motion. In 2019, only 3 companies expressed interest in establishing this report. Now 11 companies have applied. By establishing these standards, 11 other companies were encouraged to obtain brands. It is not that there will be brands until 2026, no. They will benefit from this facility until 2026, but the brands will continue even after that.
