In Albania, the Complaints and Sanctions Commission (KAS) at the Central Election Commission rejected today the complaint of the Democratic Party represented by Mr. Enkelejd Alibeaj as well as that of the Democratic Party led by former Prime Minister Sali Berisha, against the decision taken last Thursday from State Commissioner Ilirjan Celibashi.
According to that decision, the Democratic Party represented by Mr. Alibeja was required within 48 hours to complete the authorization issued on March 18, 2022, three days before the resignation, by Mr. Lulzim Basha, in the capacity of party chairman. Through this authorization, Mr. Basha designated Mr. Alibeaj, Mr. Gazmend Bardhi and Mr. Indrit Sefa to represent the Party in relation to others. Likewise, it was requested that the solemn declaration of commitment against violations of the electoral process be signed by Mr. Basha, who de jure is still the chairman of the party, and not by Mr. Alibeaj.
On the other hand, although in the explanatory part of the decision it is specified that the request presented by Mr. Berisha does not stand, since the CEC refers to the certification of the Office of the Registry of Political Parties at the Court of Tirana, it is not overturned, as it is missing in the part where it is expressed the decision.
For this reason, KAS has assessed that there is no express decision for both cases, returning the case once again to Mr. Celibashi. The latter's decision is considered intermediate, and moreover, it is no longer valid, as it has lost its power with the expiration of the 48-hour period.
After the KAS decision, Mr. Bardhi has accused the State Commissioner of politically obstructing the registration of the Democratic Party" in the elections, and that he "has the legal obligation to immediately express the DP's request for registration. The procrastination he is doing is illegal, it is unacceptable."
The CEC announced that Mr. Celibashi will consider the case on Tuesday afternoon./VOA
