Fredi Beleri was declared the winner in the Municipality of Himara. With only 19 votes in front, Fredi Blair managed to win against Jorgo Goros. Fredi Beleri won 3837 votes in total, against 3818 votes won by Jorgo Goro.

Beleri was arrested shortly after midnight on Friday, in front of his bar together with another person under the charge of buying votes for the elections that are expected to be held tomorrow. Numerous police forces took part in his handcuffing, which was done on the orders of SPAK.

Beleri himself and others have denied that they were involved in such violations as vote buying. According to the police, investigations started 4 days ago after information that some people offered different citizens certain sums of money in return for voting for one of the competing candidates.
