A year ago, in June 2024, Prime Minister Edi Rama , accompanied by Minister Mirela Kumbaro and the Mayor of Shkodra, Benet Beci , unveiled their promises to the residents of the Theth area, who are today facing the "invasion" of the fadroma.
At that time, the head of government handed over 200 ownership certificates for houses in Theth and several other areas of the North, while during the speech given to the residents, the head of government stated that their problems in obtaining land titles would come to an end.
The Prime Minister also told them that the government would forgive all fines imposed on them as a result of construction by residents of the area.
According to what Rama said last year, the forgiveness of these punitive measures would be done with the justification that they are not constructions carried out abusively to evade the law, but with the aim of creating an economy through tourism.
"Today there are 200 property titles here, we will distribute some now, the rest you will receive during the day. Meanwhile, there are 90 other titles, for some of them the municipality of Shkodra will need to make a change in the study of the area and for another 50 titles there is the problem of construction on their property, but beyond the deadline allowed in the law on legalizations. We will find a dedicated solution for all those who are in your conditions, where the impossibility of obtaining a permit has been objective. The second thing you raised in the meetings we held last time is the issue of fines. Here there is a mass of fines that have been imposed as a result of constructions where you had your old house that were made due to the need to create an economy through tourism and that were not built according to the law, not because you did not want to, but because the tightening of legislation for this protected natural area has made it impossible. The government will forgive all these "The fines are because we discussed it and as I said, they are not typically constructions done abusively to evade the law," Rama said on June 30, 2024.
Meanwhile, a year later, on July 9, 2025, citizens are clashing with police forces and IKMT inspectors, who have "landed" as part of the action to "liberate" the tourist village from illegal construction.
Residents have considered this action a massacre in the middle of the tourist season, saying that many of the buildings built were built on inherited properties and serve them to obtain income to live.
