Members of the Democratic Party in the Council for Rules of Procedure, Mandates and Immunity have sent an official request to the Speaker of the Assembly, Niko Peleshi, for the immediate calling of a meeting of the Council regarding the issue of Deputy Prime Minister Belinda Balluku.
In the letter addressed to the Speaker of the Assembly, the representatives of the DP request that the meeting be held on Friday, December 26, 2025, at 11:00, with the agenda continuing the review of the Special Prosecution's request for authorization from the Assembly for the arrest or deprivation of liberty of Balluk.
According to the document, SPAK's request is directly related to the constitutional procedures that the Assembly must follow in cases involving MPs or senior state officials.
The Democrats also demand that the date, time of the meeting and the agenda be officially notified to all members of the Council, representatives of the Special Prosecution Office, as well as MP Belinda Balluku herself and her legal representative, in order to guarantee the right to defense before the Council.
The letter emphasizes that calling a Council meeting is a legal obligation, in cases where it is requested by half of its members.
"When the call is made at the request of 1/2 of the members, the President of the Assembly has the obligation to announce the agenda to the other members and the parties involved in the process ," the document states.
In conclusion, the Democrats call on the Speaker of the Assembly to fulfill his legal and institutional obligation, by not becoming - according to them - an obstacle to justice.
The Democratic Party previously reacted to Prime Minister Edi Rama's decision to postpone the review of the Special Prosecution's request to lift Balluk's immunity, describing this decision as an " unconstitutional coup act."
"Edi Rama, in an unconstitutional coup act, announced today the blocking of the review of the Special Prosecution's request to lift the immunity of the Deputy Prime Minister until the Constitutional Court's decision ," the statement from the blue headquarters reads.
According to the DP, the Prime Minister has ordered the suspension of the review of SPAK's request by the Mandates and Immunity Council, based on the expectation of a decision from the Constitutional Court.
The Democratic Party emphasizes that this intervention is " in contradiction with the Constitution and the Rules of Procedure of the Assembly, which provide that the Prosecutor's Office's requests for lifting immunity be reviewed and completed within the legally established deadlines."
