Brussels on Zvërnec: We have raised concerns with the Albanian government

The European Commission has confirmed that it is closely following developments regarding the discussed project in the Pishë Poro-Nartë protected area, while urging Albania to avoid any action that could jeopardize the fulfillment of the standards for the closure of Chapter 27 on Environment and Climate Change.

During the daily press conference in Brussels, the European Commission's spokesperson for Enlargement Affairs, Guillaume Mercier, said that the European institution has already expressed its concerns to the Ministry of Environment.

"Regarding this issue, what I can say is that the Commission is closely following developments in the Pishë Poro-Nartë protected landscape. We have already expressed our concerns to the Minister of Environment regarding the possible shortcomings of this project," Mercier stated.

According to him, the Minister of Environment has assured the Commission that the works have been suspended and that a full environmental impact assessment will be carried out for the project in consultation with civil society.

"The minister has committed that construction works have been suspended and that a comprehensive environmental impact assessment will be conducted for the project," he said.

Mercier also recalled that Brussels' concerns are not new and have also been included in the European Union's enlargement reports.

"This has already been mentioned in our Extension Report, which states that the repeated extension of the law on strategic investments continues to raise concerns about potential environmental impacts, especially in protected areas," he said.

Speaking about the European integration process, the Commission spokesperson stressed that Albania must fully harmonize its legislation with the European Union acquis and repeal the 2015 law on strategic investments.

He recalled that one of the conditions for closing Chapter 27 is the demonstration of capacities for the protection and management of Natura 2000 areas.

Asked whether Albania could close Chapter 27 if the project continues in its current form, Mercier avoided a direct answer, but reiterated Brussels' message.

"Albania must refrain from actions that could undermine the fulfillment of the closing standards and we expect the Albanian authorities to act without delay," he stated.

The European Commission also stressed that it expects the environmental impact assessment process to be conducted in a transparent manner and in consultation with the public and civil society.
