Police in Vancouver announced that they believe the incident during a street festival in that city, where according to media reports at least eight people died, was not an act of terrorism.
"We are now confident that this incident was not an act of terrorism," Vancouver police said in a statement posted on Platform X.
Eyewitness Joseb Wardeh, who co-owns a fast food truck, told BBC News that he saw the car plow into the crowd at the street festival.
Wardeh said the festival's final live performance of the day, which was the main event, had just ended when the car drove down a narrow road past a fast food truck, "completely straight, right through the crowd," at about 100 kilometers per hour.
He said the driver stopped and tried to run away, but people nearby caught him.
"I just saw bodies under the food truck and men crying for their wives or children, it was just horrible," Wardeh said, adding that the driver killed some of his customers.
