The Albanian Road Authority has another super tender ready for the Llogara tunnel. Although it cost a full 230 million euros, the director of the ARRSH, Gentian Gjyli, has allocated an amount of 13.5 million euros. The decision came from the director of this Authority, who in recent weeks has also learned the "way" to SPAK, where he testified for his predecessors, who were arrested and prosecuted.

But, with these actions, it seems that Gjyli may also have the same fate, since every week the institution he heads tenders millions of euros. Regarding the former directors under indictment, Balluku has maintained a cold stance, not making any public statements, despite the fact that every week she appeared alongside them on open construction sites.

Now, it has found a new "director", where on every road construction site it goes, it has Gentian Gjylin by its side, who seems to only "notarize" the tenders of the Ministry of Infrastructure. But, in the end, the responsibility falls on the leaders of the ARRSH and not the ministry, who always throw peace at it. Will it also happen with the Llogara Tunnel, a work that has been denounced in SPAK and for which millions more are being thrown?!

According to documents available to VoxNews, the Albanian Road Authority has opened a tender with the object of "construction of connecting roads in the Llogara Tunnel". The limit fund of this procedure is 1,333,333,333 lekë, or converted into euros the amount goes to 13.5 million euros. It is learned that the tender will be held in the coming weeks, as it concerns "construction works for highways, roads".

The procedure comes a few weeks after state institutions are preparing to set a toll for the Llogara Tunnel, which shortens the distance from Orikumi to Palasa. A few weeks ago, our editorial team published the ARA procedure for the 3.1 million euro tender.

This money would be used to install some equipment to collect the 5 euro toll that is expected to be implemented in a short time. The tunnel was opened before the summer of 2024, while it remained open for several months. The closure was justified by some unfinished work. However, during this time, some water supply pipelines were installed inside the tunnel, which carry water to the resorts of the Strategic Investors. VoxNews has also published the documents of these procedures, which were obtained from the company "Gjoka", which was one of the companies that built the tunnel.

The construction work of the Llogara Tunnel cost a full 230 million euros, including VAT. The winner of the construction procedure was a consortium of operators, led by the Turkish company "INTEKAR YAPI..." and the Albanian "GJOKA". The works were scheduled for 37 months, but the work was completed ahead of schedule because all the energy of the companies went to that work, "forgetting" other works such as the Murriz tunnel, which has exceeded all deadlines and has already been promised to open in 2025.

Initially, the government attempted to award the construction through a concession, where the construction would be done with the money of private companies. However, no company showed interest and then the works were financed with budget money. There is still no information whether the amount collected from the tax will go for maintenance or will be transferred to the budget, since the construction of this work suffered a "big hole".

It seems that all the investment has been made for the wealthy's resorts on the South Coast, as with the studies conducted, the fee collection cannot return the entire cost of the investment.
