
A few days ago, VoxNews exclusively reported that the mayor of Roskovec, Majlinda Bufi, was advertising online the distribution of 300 legalizations in the Strum Administrative Unit. A highly debated process, as the Central Election Commission has banned legalizations in exchange for votes.
Meanwhile, at the same time, the "Sultanesha" of Roskovec has finalized a tender in the same Administrative Unit. After legalization, Bufi will pave several roads with asphalt.
A use of public funds for political interests and votes, where Majlinda Bufin seems to be unperturbed by these actions. No controlling or even law enforcement institutions, where she acts openly solely to do well in the May 11 parliamentary elections.
According to documents available to VoxNews, the mayor of Roskovec announced on March 20, 2025 the tender to pave asphalt roads in the Strum Administrative Unit.
50 days before the elections, Bufi is challenging everyone, acting openly without any fear. Even after the first denunciation for granting legalizations, she did not back down, despite the opposition denouncing her to SPAK.
But this time, are you using the asphalt for votes?!
Naturally, yes, because just a few weeks before the elections, the winner of the public works tender was announced. It is about the procedure "repair of the surface layers of the roads of NJA Kuman", with a deadline of 6 months. The winner was the company "2 N" with a value of 24,600,000 lek excluding VAT.
As VoxNews warned in a previous article, Bufi has also used asphalt for votes in elections. In the accompanying documents, it requests to pave several short roads with poor asphalt. It requests the asphalting of the roads “Fasli Shurdha”, “Dani Xhafa”, “Syrri Balla” in the village of Kuman. One road is 605 meters long and the other two are about 250 meters long.
Meanwhile, it also requires asphalt on the 318-meter-long “Kadri Plaka” road in Vidhisht and two roads “Nasil Kaçeli” and “Kroni Prifti” in Marina. It will also pave the “Brengas” road in the village of Luar with asphalt.
The documents state that the asphalt will start from the date of signing the contract and will end within 6 months. However, "the contracting entity may add rows depending on the items of the works and columns depending on the estimated deadline for their completion". Which means that if families or neighborhoods request asphalt, perhaps in exchange for votes, they can add it to this tender.
