Water, electricity, asphalt, jobs and legalization! These have been the "promises" of politicians in recent elections, local or general. Usually, power, people, institutions are used solely to take votes, with grace or without grace. For better or worse, power always finds a way to gather them behind it.

Despite the fact that the Central Election Commission has "blocked" several institutions, it seems that the Cadastre is totally at the service of the voters. At least in the Fier district, where the "machinery" of Deputy Prime Minister Belinda Balluku has landed in all municipalities. Groups from Tirana travel every day to the 6 municipalities of the district, where the leaders and coordinators are located. 

But the mayors of the municipalities are not far behind, with one of them acting openly. We are talking about Majlinda Bufin of Roskovec, or as she is known, "Sultanesha", for her wealth and long-standing leadership.

On the morning of March 19, 2025, the mayor of Roskovec, Majlinda Bufi, without batting an eyelid and without any fear, would make a post on the social network "Facebook".

"Good morning. With the news that around 300 files have been completed with the necessary elements by the field groups and Legalization Decisions/Ownership Certificates have been generated for almost 90 apartments in the Roskovec and Strum units, we wish you a beautiful day," writes Bufi.

A courageous post, given that it is currently prohibited to issue legalizations and certificates for elections. But, the "groups" of Tirana have given strength to this mayor, who takes the courage and declares it publicly. But if the institutions that control the vote and elections such as the police, the CEC, the prosecutors or even SPAK itself hold meetings in offices, have they started any verification on the ground? This is a fact, even public where BKH investigators or SPAK prosecutors can start an investigation.
