Tensions at Vlora Airport, Begjet Pacolli writes to Edi Rama: I have invested 90 billion lek there

Behgjet Pacolli has issued a public statement regarding the events taking place at Vlora International Airport, emphasizing that Albanian institutions are failing to protect his investment in the south.

While sharing an official statement from the Legal Team of the company Mabco Constructions SA, Behgjet Pacolli says that today, for the second time, the same unacceptable situation is being repeated at the construction site of the Vlora International Airport and he holds Valon Ademi responsible.

"Around 200 employees, engineers and specialists of the company Mabco Constructions SA, the majority partner with 98% of the quotas of the concession company "Vlora International Airport - VIA" sh.pk and the main investor that has financed and built the project with over 90 million euros of direct investment, are being physically prevented from entering the construction site that they themselves have established.

"There is no court decision that prohibits the entry of Mabco or its subcontractors into the airport that it has built with its own investments. The court decision claimed yesterday by Valon Ademi and distributed in the media is the one that temporarily suspends Mabco's voting rights in the company, a decision that is currently under review in the High Court," the businessman writes.

The businessman also emphasizes that there is no court decision that has prevented Mabco from physically entering the construction site. According to Behgjet Pacolli, this unilateral and arbitrary ban is pure criminal self-justification on the part of Valon Ademi and the 2% minority partner, carried out through the disputed administrator Vegim Hoxha and Bujar Ejupi.

"Mabco Constructions SA has not been and is not in any case a subcontractor of the VIA company, as clearly and without any doubt indicated in article 10.7 point (iv) of the Concession Contract. Mabco is the majority partner, the main investor, the real financier and the entity that meets the technical, financial and operational criteria on which the concession itself was granted.

It is the legal duty of the government authorities and the Contracting Authority (Ministry of Infrastructure and Energy) to allow and guarantee free access to the entrance and exit of the construction site, according to Article 7.1 points (b) and (c) of the Concession Contract.

"The inaction of state authorities towards this arbitrary decision of a partner with only 2% of the quotas clearly constitutes a failure to fulfill contractual obligations by the Albanian state," continues the reaction distributed by Behgjet Pacolli.

The businessman emphasizes that his legal team has again notified Prime Minister Edi Rama, the Minister of Infrastructure and Energy, as well as the Director General of the State Police yesterday about this situation, which he considers serious, and about the failure of the Vlora Police which, according to him, is still not guaranteeing public order, security and protection of the property invested by Mabco.

"Mabco Constructions SA seeks to believe in the rule of law and the protection of foreign investments and not in the criminal AUTOJUDICATION of Valon Ademi. We will continue to exercise all our legal, civil and criminal rights against any person or entity that violates our investment and the national interest of the project," the statement concludes.
