A number of medical services and interventions have not been offered for years in public hospitals, including the QSUT, and for them the state budget continues to finance large and secure payments to private hospitals, which seem to have the exclusivity of these treatments.
The dialysis and renal transplant packages continue to remain among the most specialized and costly services financed by the Mandatory Health Care Insurance Fund, while data from 2025 show that the bulk of kidney transplants continues to be covered by private hospitals.
According to data from FSDKSH, a total of 15 kidney transplants were performed in 2025, up from 14 in 2024, marking a slight increase in interventions. Of these, 9 renal transplants were performed at the non-public "Hygeia" hospital, while 6 transplants were performed at the non-public "Amerikan" hospital.
FSDKSH admits "black and white" that the kidney transplant package and acute kidney failure therapy are still not offered in public hospitals, which means that patients who need these procedures continue to be treated only in private hospitals contracted by the Fund.
In addition to transplants, during 2025, 1 acute kidney failure therapy procedure was performed at the "American" hospital.
The package directly related to dialysis patients is also that of fistula and graft placement, procedures that enable hemodialysis to be performed. This package is offered by both the QSUT and the private hospitals “Amerikan 1”, “Hygeia” and “Salus”.

During 2025, a total of 164 fistula placements were performed for dialysis patients. The largest number was carried out by the “Mother Teresa” University Hospital Center with 66 procedures, followed by “Hygeia” with 50 procedures and the “American” hospital with 41 procedures. Meanwhile, “Salus” hospital performed 7 such procedures.
Meanwhile, a total of 27 grafts were placed in dialysis patients in 2025, of which 7 graft placements at the "Mother Teresa" University Hospital Center, 9 graft placements at the non-public "American" hospital, 9 graft placements at the non-public "Hygeia" hospital and 2 graft placements at the non-public "Salus" hospital.
The data shows that, although the QSUT carries weight for support procedures for dialysis patients, such as fistula placement, more advanced interventions such as renal transplants continue to be performed entirely in the private sector contracted by the state./ ekofin.al
