What should be the minimum wage in Albania?

There have been many discussions and initiatives regarding the determination of the minimum living wage over the years, however this minimum continues to remain an unforeseen concept in the Constitution, as its treatment at the legal level finds a lack of application

The subsistence minimum covers a small portion of expenses for food, non-alcoholic beverages, clothing, health care, education, transportation and others. But how much should be the minimum income to meet the basic needs to live?

The People's Advocate, Ms. Erinda Ballanca, told Scan Television that the living minimum is a right that must be regulated by law, which for various political and financial reasons has not yet been determined.

"The right to determine the vital minimum comes from the constitutional rights of citizens, that each of us has the right to have a decent life. It is a fundamental human right. This is an issue which has a political and financial reason. The reason for the financial character is that once the living minimum is defined, any other social policy must refer to or serve as the basis of this living minimum. Since the Albanian state does not have the financial means to provide or guarantee all the social policies related to the minimum wage, it has not been able to approve this until today."

The People's Advocate institution uses the absolute poverty method to calculate the food and non-food poverty line, in order to derive the vital minimum. Ballanca emphasized that taking into consideration the levels of inflation during the last years, the vital minimum can be approximately 210 thousand ALL per month.

"The last report we made in 2019 for a numerical value with experts, we derived an approximate value of 190,000 ALL per month for individuals. This value, if we were to bring it today, is at least 210 thousand ALL, because of course it is also understandable due to the indexation that has been made to some values and due to the problems we have had in recent years with inflation."

Determining the vital minimum by law would result in the chain increase of pensions, economic assistance, unemployment and disability payments, which must be above the value of this minimum. All these would mitigate the poverty rate in the country and ensure an improved economic well-being for the citizens.
