The Albanian government will set up the Register of Assets of taxpayers with the aim of real assessment of the assets they have. Referring to the medium-term revenue strategy document 2024-2027, the Register of Taxpayers' Assets aims to build a system of verification and tracking of taxpayers' income, as well as full control of payments made for property tax.

Some of the problems identified for the creation of the Register of Taxpayers' Assets are: Lack of digital registers from third parties (Cadastre, DPSHTRR, Civil Aviation, Maritime Authority, etc.); Information that is obtained manually is unstructured; Making changes to data exchange systems according to certain areas, to analyze data with Business Intelligence reports.

The creation of the Register is expected to take place within the year 2026. This process will go through 2 phases: Completion of the register of taxpayers' assets will be done initially for 10% of taxpayers within the month of December 2026. There are 128,000 active taxpayers in 2023 and it is expected to have a register for 10%, or approximately 12,800 taxpayers by 2026.

And the second stage is Data Analysis with Intelligent Business Reports.

On the other hand, the strategy also foresees the identification of unjustified assets of individuals.

Currently, DPT is undertaking a pilot project with the General Directorate of Road Transport Services of Albania to compare individuals who own luxury cars with their personal income declaration (DIVA) as the first phase of this project and in the future to expand the exchange of information on other assets of the taxpayer.

Also, individuals subject to sanctions are being considered in accordance with the agreement that our country has with international organizations. The Individual Compliance Strategy will begin to apply to all Individuals who declare DIVA.
