The damage caused by the earthquake four years ago was estimated at over 1 billion euros. This figure included partially or completely damaged homes of citizens as well as road, education and health infrastructure.

The government immediately launched an aggressive program for reconstruction, even setting up a separate ministry in the cabinet. The figure made available for this purpose in the 2020s and until this year goes over 5 percent of the gross domestic product.

9 billion ALL funds were allocated from the state budget for transfers to individuals and public investment projects, 8 billion ALL funds were allocated from the state budget for subsidizing the rents of temporary housing for injured families, of which 500 million ALL were allocated apart for this year. 5 billion ALL are foreign grants or cash inflows were used for this process.

Until June of this year, according to a statement by the former Minister of Finance, Delina Ibrahimaj in the Assembly, the reconstruction has cost almost 118 billion ALL, or almost 1.1 billion euros at the current exchange rate.

The sources of financing have been the reorientation of the funds provided for investments as well as borrowing. Divided by year, in 2019 the government spent 540 million ALL from the reserve fund immediately after the tragedy. 17 billion were allocated in 2020 and almost 30 billion in 2021 and 2022. For 2023, the government has allocated another 17 billion for this purpose.

However, the reconstruction does not end this year either. In the budget approved in principle for the next year, the government has provided another 7 billion ALL.

Beneficiaries of the reconstruction program are almost 40 thousand residents, mainly in Durrës. This figure does not include residents who have benefited from the reconstruction of donors, such as Thumana or Laçi.
