Providing a clear policy for the use of land, but at the same time ensuring the transparency or efficiency of state cadastre services, for investors and citizens, is one of the reforms expected to be launched soon by the Albanian government.
In the policy document "National Reform Agenda 2024-2027" recently published for public consultation, it is intended to intervene in several policy areas, such as business, human capital, digitalization, energy, green transition and governance the law.
The National Reform Agenda foresees that by June 2026, the initial registration of properties will be completed in 95% of all cadastral areas. Also, it is expected that a new land policy will be drawn up and the necessary administrative, budgetary and coordination measures will be taken for the start of its implementation in 2028. The details of what this new policy will include have not yet been determined. .
By 2027, all paper real estate records will be digitized, making them easily accessible electronically on online platforms. For the completion of this process, a comprehensive roadmap will be adopted, in order for the paper title deeds for real estate and cadastral maps in all cadastral areas to be digitized, giving priority to areas of economic importance, and for the initial registration to be fully completed.
In addition, an integrity plan will be adopted to increase transparency and accountability in the services provided by the State Cadastre Agency, such as the registration of property titles, the registration of real rights over property or the registration of obligations or the issuance of various certificates. .
