Will the fuel price decrease after August 9? The branding concession contract is

From August 9, marking and monitoring of fuels will be completely under the responsibility of the General Directorate of Customs. The Ministry of Finance has finally closed the concession contract, which was postponed for one year, from the 10 years that was initially determined.

The decision approved at the government meeting on some changes to the excise law specifies that customs will now have the responsibility for administering the marking/coloring process for fuels.

The decision determines that the marking/coloring process is carried out before the payment of the excise duty is made and is accompanied by a document that certifies the marking/coloring. Supervision and control is the process carried out by the customs administration by means of the special technology at its disposal, if these products are marked/colored. None of the excise goods, for which marking/colouring is mandatory, may be released for consumption/free circulation unmarked/uncoloured.

But what will the closing of this contract bring to Albanian fuel consumers?

The contract was approved in 2013 and field fuel marking operations began in September 2013, while refined fuel market monitoring operations began on June 23, 2014.

The cost of the fuel marking concession contract is calculated at around 1.6 ALL/liter and is one of the fees included in the fuel price, which is paid directly by the citizens. Given that the infrastructure has been built and the investment has been made, with the transfer under the administration of the Customs of this procedure, there may be a revision to reduce the fee, which may also bring changes in the price of fuel in the market. Just as it is expected to happen with the fiscal stamps, where with the closing of the concession contract, the Minister of Finance announced that the expected cost reduction for businesses.

The concessionaire company GFI Albania shpk offered the marking and monitoring service at a price of 614 Lek per 1000 labeled liters (without VAT). While this fee over 10 years has guaranteed profits that exceed the figure of 30 million euros. The value of the investment in the concession contract was expected to be 4.4 million euros.

The Concessionary Company will deliver the certificates to the Contracting Authority, namely to the General Directorate of Customs, according to the provisions and term of the concession contract.
